On the eve of the attack in the Kherson region, two employees of the non-governmental organization Norwegian People’s Aid were killed, and four more were injured. “We condemn this attack on humanitarian workers,” said UN press secretary Stefan Dujarric, speaking at the daily briefing in New York.
Attacks on humanitarian workers
He drew attention to the words of the UN Emergency Relief Coordinator Tom Fletcher, who noted that “humanitarian workers are aware of the risks of their work, but accepting the risk does not mean agreeing to become a target of attack.” In his post on social networks, Fletcher emphasized that the civilian population, including humanitarian organization workers, must be protected, and the norms of international humanitarian law must be respected.

UN humanitarian coordinator for Ukraine Matthias Schmale also expressed his deepest condolences to the families of the deceased and emphasized that humanitarian personnel should never be exposed to danger while performing their vital work.
According to UN data, since the beginning of the year, at least six humanitarian workers have died on the territory of Ukraine, including five who died in the line of duty, and another 36 people were injured. The highest number of incidents involving humanitarian organization employees was recorded in the Kherson region.
Death of peaceful residents
Meanwhile, according to local authorities, as a result of attacks across the entire territory of Ukraine in the past day, at least 12 civilians have died, and nearly 90 have been injured, including medical workers and children.
In Kherson, according to authorities, several civilians were killed, more than 20 people were injured, including five hospital staff, who were harmed as a result of a strike on the medical facility. In Zaporizhzhia, two people were killed as a result of strikes by guided aerial bombs and drones, and 27 more were injured, including three children.
As of today, in certain districts of five frontline regions – Sumy, Donetsk, Kharkiv, Kherson, and Zaporizhzhia – electricity supply remains unavailable due to attacks, the Ministry of Energy of Ukraine reported.
UN Assistance
Despite the difficult security situation, humanitarian organizations continue to operate. In the first quarter of 2026 alone, the UN together with its partners provided assistance to more than 980 thousand people affected by the attacks, offering temporary shelter, hot meals, financial aid, and other vital support, as well as helping to restore basic services for those in need.
