Decisions made at the Government meeting on June 11, 2026:
1. On the results of the expectations of housing and communal services enterprises and electric power entities for the autumn-winter period of 2025–2026 and the task of preparing for the expectations of the autumn-winter period of 2026–2027
The report was presented by the Ministry of Transport of Russia.
Government Decisions:
1. To take note of the reports by the Minister of Construction and Housing and Communal Services of the Russian Federation I.E. Faizullin and the Minister of Energy of the Russian Federation S.E. Tsivilev on this issue.
2. Recommend that the executive bodies of the subjects of the Russian Federation ensure control over the implementation of measures for preparation for the autumn-winter period of 2026–2027, including:
control over the availability in sufficient quantity and operability of existing backup sources of heat and electricity supply for socially significant facilities and critical infrastructure facilities;
development and implementation of a system for reserving heat and power supply for socially significant facilities and critical infrastructure objects.
3. Federal executive authorities jointly with senior officials (heads of higher executive bodies) of the subjects of the Russian Federation shall ensure 100 percent payment level for consumed communal resources by organizations financed from budgets of all levels.
4. It is recommended that the entities of electric power industry and housing and communal services ensure the implementation of measures for the preparation of organizations for work in the autumn-winter period of 2026–2027, including full implementation of repair and investment programs, accumulation of regulatory fuel reserves.
5. The Ministry of Russia (I.E. Faizullin), the Ministry of Energy of Russia (S.E. Tsivilev), the Rostekhnadzor (A.V. Trembitsky) with the participation of local self-government bodies are to conduct an assessment of the readiness of municipal formations, heat supply and heat network organizations for operation during the heating period of 2026–2027.

6. The Ministry of Energy of Russia (S.E. Tsivilev), the Ministry of Construction of Russia (I.E. Faizullin) shall carry out monitoring of the accumulation by subjects of electric power and housing and communal services organizations of actual fuel reserves in accordance with the approved standards.

7. The Ministry of Energy of Russia (S.E. Tsivilev), the Department of Supervision (A.V. Trembitsky), to conduct an assessment of the readiness of electric power entities for operation in the autumn-winter period of 2026–2027.

2. On the draft federal law “On the execution of the federal budget for 2025”
Government Decisions:
1. Approve the report on the execution of the federal budget for 2025 and submit it to the Accounts Chamber of the Russian Federation.
2. Approve the draft federal law “On the execution of the federal budget for 2025” and submit it to the State Duma in the established procedure.
3.ÂOn the draft federal law “On the ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on cooperation in the field of activities with precious metals, precious stones and products made from them”
The bill proposes to ratify the agreement signed on December 19, 2025, in Moscow.

Approve the draft federal law “On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on Cooperation in the Field of Activities with Precious Metals, Precious Stones, and Articles Made from Them” and submit it to the State Duma in the established manner.
4.ÂOn the implementation and evaluation of the effectiveness of state programs of the Russian Federation based on the results of 2025
Report presented by the Ministry of Economic Development of Russia.
Government Decision:
Approve the consolidated annual report on the implementation and evaluation of the effectiveness of state programs of the Russian Federation for 2025.
5.ÂOn the state of competition in the Russian Federation for 2025
The report was submitted by the FAS of Russia and sent for the implementation of the provisions of the Federal Law “On Protection of Competition.”
Government Decision:
To accept the report of the head of the Federal Antimonopoly Service M.A. Shaskolsky on this issue.
6.ÂOn amendments to certain acts of the Government of the Russian FederationÂ(as part of the introduction of changes to the Regulation on the Ministry of Industry and Trade of the Russian Federation)
The draft resolution is aimed at defining new powers of the department, including in the part of approving the procedure for the certification of pharmaceutical inspectors in the field of drug production.
Government decision:
Adopt the draft resolution of the Government of the Russian Federation on this issue.
7.ÂAbout the draft federal law “On Amendments to the Code of Administrative Procedure of the Russian Federation and Article 52 of the Federal Law ‘On Executive Proceedings'”
The bill is aimed at implementing the ruling of the Constitutional Court.

Approve the draft federal law “On Amendments to the Code of Administrative Procedure of the Russian Federation and Article 52 of the Federal Law “On Executive Proceedings” and submit it to the State Duma in the established manner.
8.ÂOn the recognition of certain provisions of the acts of the Government of the Russian Federation as having lost forceÂ(as part of making changes to the Regulations on the Federal Labor and Employment Service)
The draft resolution is aimed at bringing normative legal acts in line with current legislation.
