A meeting on the indicators of Russia’s education system was held at the Government Coordination Center under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. The results of work on the digital monitoring system were presented during it.
The meeting was attended by the head of Rosobrnadzor Anzor Muzaev, Deputy Minister of Science and Higher Education Dmitry Afanasyev, Deputy Minister of Education Irina Shvartsman, First Vice-Rector of NIU VShE Leonid Golberg, and others.
“Thanks to the joint work of government bodies and specialized organizations, a unified digital system for monitoring indicators in the field of education has been created. Almost 800 federal and regional indicators have been collected on this platform, including measures of the national project ‘Youth and Children’, infrastructure, personnel, accessibility, quality, wages, and workload. They will be taken into account when making management decisions. By the order of the Chairman of the Government Mikhail Mishustin, the developed system will transition to regular monitoring mode.””Following the results of the meeting, it was decided that it will start working from June 1,” Dmitry Chernyshenko reported.
The Deputy Prime Minister separately thanked NIU HSE for cooperation in processing and transferring retrospective data from 2000–2015, which is necessary for assessing the dynamics of the development of the education system.
A leading role in the creation of the digital system was played by Rosobrnadzor and the Government Coordination Center. Overall, representatives of 21 organizations, including ministries and agencies, proposed more than 2,000 indicators at all levels of education. A unified list of basic concepts and terms used in the field of education was also formed.
In the future, the system can also be used to identify and predict problematic issues in education. Access to the system will be provided to Rosobrnadzor.
“A toolkit for monitoring indicators in the field of education is emerging, which will allow reducing the bureaucratic burden on educational organizations, while agencies will receive operational and reliable data for problem-solving and identifying development zones of the system as a whole, including for the purpose of risk prevention,” said Anzor Muzaev.
