Financial News: Changes in the Regulation of Credit Concentration Risks: A Concept for Discussion

The Bank of Russia will continue work to reduce credit concentration of banks, which does not carry a number of risks for the sector. From January 2028, when calculating concentration standards N6/N21, it is planned to set a risk weight of 100% for all corporate borrowers (currently, preferential risk weights apply to a number of borrowers).

EarlierIt was announced that this would only affect systemically important banks when implementing the new regulatory standard N30. However, it has now been decided to use uniform rules for all banks to reduce the risks of concentration flow to smaller players. This will be implemented using already existing concentration regulations, without introducing N30.

In order for banks with increased concentration to more easily adapt to the new rules, they will have the opportunity for its gradual reduction without the application of additional supervisory measures and restrictions. The economic incentive will be a new contribution to the Deposit Insurance Fund for concentration, which banks will pay until the target of 25% of capital on the group of connected borrowers is reached.

Other regulatory innovations are also intended to help reduce concentration: starting this year, banks will be able to redistribute concentration through credit default swaps (CDS) and credit digital financial assets. In addition, banks are allowed not to combine operationally independent companies that are connected borrowers into a group.
