Regions of China and Russia Confirm Intention to Deepen Cooperation in Various Sectors

Harbin, May 18 /Xinhua/ — Russian-Chinese relations of comprehensive partnership and strategic interaction are being sequentially reinforced and filled with practical content in the new era. Interregional cooperation, which acts as a driver of sustainable economic growth and expansion of business ties, plays a significant role in this process. This was stated by the Head of the Republic of Sakha /Yakutia/ RF Aisen Nikolaev at the 6th China-Russia Forum on Interregional Cooperation.

The forum, held on Sunday in the city of Harbin /admin. center of Heilongjiang province, Northeast China/, is an important accompanying event within the framework of the 10th China-Russia Expo. Representatives of various regions of China and Russia discussed at the forum the joint use of new opportunities for development and the creation of a new future of interregional cooperation between the two countries.

According to the Ministry of Commerce of the PRC, the volume of trade between China and Russia has exceeded 200 billion dollars for the third consecutive year. Last year, this figure reached 227.9 billion dollars. In particular, the turnover of the provinces of Shandong /Eastern China/, Heilongjiang /Northeastern China/, Zhejiang /Eastern China/, as well as the cities of Beijing and Shanghai with Russia exceeded 20 billion dollars, respectively.

At the same time, trade between the border regions of China and Russia continued to grow rapidly. According to data from the authorities of Heilongjiang Province, in 2025 the trade volume of the province with Russia reached 238.49 billion yuan (approximately 35 billion USD).

Continuing to expand trade with traditional raw materials, Governor Heylunzyan will promote the construction of cross-border infrastructure and, against the backdrop of the anniversary of the founding of China and Russia, deepen humanitarian cooperation with Russia in such areas as education, science and technology, as well as personnel work, noted at the forum the chairman of the provincial people’s government, Heylunzyan Lyan Hueilin.

“The Republic of Sakha /Yakutia/ consistently strengthens interaction with Heilongjiang Province, which is our key partner in the northeast of China, expanding cooperation in the trade-economic, scientific-educational, and humanitarian spheres,” noted A. Nikolaev.

In addition, according to him, a separate area of interaction between the Republic of Sakha /Yakutia/ and China is ecological and scientific cooperation. For example, unique projects on the conservation of the sturgeon population are being implemented jointly with the province of Zhejiang /Eastern China/.

“The Heilongjiang Province is our good neighbor and reliable partner for Primorsky Krai,” noted the Governor of Primorsky Krai RF Oleg Kozhemyako, expressing hope for support in the decision on cooperation with business circles of the southern, eastern, and central regions of China.

According to data from the Ministry of Commerce of the PRC, in addition to such Chinese regions traditionally cooperating with Russia as the provinces of Northeast China and the Inner Mongolia Autonomous Region, some coastal and central provinces of China also enthusiastically strive for interaction with Russia, thanks to which a comprehensive and multi-level architecture of interregional cooperation between the two countries has been formed.

According to Zhang Gochi, vice chairman of the people’s government of Guangdong Province /South China/, which is one of the honorary guests from the Chinese side at the current China-Russia EXPO, last year the volume of exports and imports of this province reached 9.5 trillion yuan, allowing it to take first place in this indicator in the country for the 40th consecutive year, while the volume of its exports and imports with Russia reached 124 billion yuan.

“We warmly welcome the participation in the exhibition-sale of representatives of Russian companies in the Guangdong province in the fields of energy carriers, agricultural products, and specialty goods, as well as supporting the sale of provincial products with competitive advantages in the Russian market,” said Zhang Gochi.

She also proposed deepening industrial cooperation between Guangdong Province and Russia, inviting representatives of Russian regions to increase strategic investments in new energy, intellectual production, digital economy, environmentally friendly agriculture, and other areas. In addition, Zhang Gochi expressed Guangdong Province’s readiness to develop cooperation with Russia in the areas of twin cities, culture and tourism, education, and sports.

“Interregional cooperation is acquiring a complex and strategic character. Today, regions are not just participating in Russian-Chinese cooperation. Here, in my opinion, its real content is being formed and its future is being determined,” summed up A. Nikolaev.

The 10th China-Russia EXPO, titled “Trust. Cooperation. Mutual Benefit,” will be held from May 17 to 21 in Harbin. Its organizers are jointly the Ministry of Commerce of the PRC, the People’s Government of Heilongjiang Province, the Ministry of Economic Development of the Russian Federation, and the Ministry of Industry and Trade of the Russian Federation. -0-
