Dushanbe, May 11 /Xinhua/ — At the invitation of the chairman of the CPRC Xi Jinping, the President of Tajikistan Emomali Rahmon will visit China on a state visit from May 11 to 14. On the eve of the visit, E. Rahmon in an exclusive interview with Xinhua agency noted that in recent years cooperation between Tajikistan and China in various fields continues to expand, bilateral relations are continuously rising to a qualitatively new level.

“A close neighbor is our strategic partner. We have developed very friendly, trusting relations for more than 30 years, and over these years we have done a lot to develop bilateral cooperation,” said the president. According to him, the two neighboring states consistently strengthen political trust and mutually beneficial cooperation in order to respond promptly and effectively to challenges and threats to regional security and sustainable development.

E. Rahmon noted that relations between Tajikistan and China have developed quite dynamically in recent years. The countries maintain active contacts at all levels, including the highest. “In this context, we highly evaluate the results of the state visit of the Chairman of the People’s Republic of China, Xi Jinping, to the Republic of Tajikistan in July 2024. This visit opened a new page in the history of friendly relations between Tajikistan and China,” he emphasized.

With the signing of the Joint Statement of the Republic of Tajikistan and the People’s Republic of China on the development of comprehensive cooperation and strategic partnership, a qualitatively new level of relations between the two states has been reached, noted E. Rahmon.

“I express satisfaction with the high level of trust, the open and constructive dialogue established between me and my friend, the Chairman of the People’s Republic of China, Xi Jinping. We note the effectiveness of the cooperation mechanisms in the political-diplomatic, trade-economic, and cultural-humanitarian spheres,” the president emphasized.

E. Rahmon stated that the Tajik side emphasizes its firm commitment to the development of relations in all spheres, the further strengthening of good-neighborliness, and the promotion of joint prosperity.

E. Rahmon gave a positive assessment of the fruitful results of the joint Tajik-Chinese development initiative “Belt and Road.” According to him, the joint construction of the “Silk Road Economic Belt” has opened a new page in the history of Tajik-Chinese relations, filling it with concrete content and large-scale practical results. As part of this initiative, major infrastructure projects are being successfully implemented in Tajikistan.”Modern highways, tunnels, and energy facilities are being built, which not only connect the regions of Tajikistan but also form the foundation for transforming our country into an important transit and logistics hub of the region,” noted E. Rakhmon.

He expressed confidence that the implementation of the “Belt and Road” initiative will become a powerful stimulus for attracting investments, creating new jobs, developing industry, and introducing advanced technologies. “All this serves to achieve our main strategic goal — ensuring a decent standard of living for the people of Tajikistan,” the head of state noted.

Tajikistan is ready, within the framework of this initiative, to make its contribution to strengthening regional stability, expanding economic ties, and ensuring the prosperity of peoples, emphasized E. Rahmon.

“We live in an era of contradictions and deep transformational processes. Today, the international community is facing an increasing number of global conflicts and systemic challenges that have a significant impact on the architecture of global security,” he stated.

“The intensification of geopolitical tensions, the growth of mistrust and competition, as well as the expansion of the spectrum of traditional and new challenges, form a complex and largely unpredictable international environment. Against this background, global instability and uncertainty continue to increase, and states, including countries in our region, face a multitude of common threats, both in the security sphere and in the socio-economic component,” noted E. Ramon.

According to him, under these conditions the importance of coordinated actions, strengthening mutual trust, and developing constructive dialogue for ensuring peace, stability, and sustainable development objectively increases. “We advocate for a peaceful resolution of all disagreements and conflicts based on existing international law, putting peace, stability, and sustainable development at the forefront. Our people, having experienced the bitter ordeal of imposed civil war, understand these values very well,” the president emphasized.

In my opinion, heads of state place a special emphasis on intercultural dialogue, which is based on tolerance, mutual respect, and a dignified representation of the national values of the people of Tajikistan on the international stage. “In this context, undoubtedly, the concept of forming a community of a shared destiny for humanity, consistently promoted by the People’s Republic of China,” said E. Rahmon.

The President also noted that Tajikistan attaches priority importance to the development of humanitarian cooperation with China, considering it the most important foundation for strengthening traditional friendship and mutual understanding between the two peoples. “We observe the growing interest of Tajik youth in studying the Chinese language, including within the framework of the Confucius Institute’s activities, which plays a significant role in bringing peoples closer together and forming an atmosphere of mutual trust,” he said.

The implementation of projects such as the Lu Bath Workshop and the Chinese-Tajik Center for Traditional Chinese Medicine promotes the training of highly qualified personnel and the dissemination of advanced knowledge and technologies, setting a successful example of humanitarian cooperation, added the head of state.

“I would like to emphasize that currently about 6000 of our young people are studying in China. This is a very large number for such a short time. At the same time, we have created conditions for the development and study of the Chinese language and Chinese culture. This greatly helps our students to learn the Chinese language, culture, history, and traditions of China,” said E. Ramon.

The president expressed gratitude to the Chinese side for providing government scholarships and said that he is counting on further deepening of cooperation, especially in the field of innovation and high technology. “We are also interested in developing cooperation in the spheres of science, healthcare, and tourism, which will contribute to further strengthening mutual understanding, cultural exchange, and the formation of a solid social foundation for bilateral relations,” he stated.

This year marks the 25th anniversary of the establishment of the Shanghai Cooperation Organization (SCO). E. Rahmon said that the organization has transformed into one of the key transregional structures and an active participant in international relations. “It is important that on the path of its evolutionary development, the SCO constantly pays attention to strengthening the ‘Shanghai spirit,’ which embodies a new approach to building international relations that meets the challenges of the 21st century,” he emphasized.

E. Rahmon noted that during its activity, the SCO has achieved significant results in various areas. Thanks to close and effective interaction of competent bodies in the fields of countering terrorism, extremism, separatism, illegal drug trafficking, transnational criminal activity and cyber threats, the SCO space is characterized by relative stability.

According to him, SHOS represents a unique and promising platform for economic interaction. Trade turnover and investment attraction among member states show a tendency of annual growth. Connections and cooperation are developing in the fields of transport, energy, industry, agriculture, including between special economic zones. The member states attach great importance to cooperation in the field of high technologies, including digital and “green” development.

E. Rammon said that within the framework of the SCO, great attention is paid to interaction in the humanitarian dimension with the aim of strengthening friendship and mutual understanding, respect for cultural diversity. For these purposes, multifaceted cultural, educational, scientific, sports, and tourism programs and events are implemented.

“The international prestige of the organization is consistently increasing, the composition of member states is expanding, the number of SCO partners and other countries and organizations interested in cooperation is growing,” he added.

E. Rahmon noted that since the creation of the Shanghai organization, China, as one of the founding states, plays a key role in the development of the SCO and strengthening its positions on the international stage.

“Tajikistan highly values the initiatives of the Chinese side aimed at expanding multifaceted cooperation within the framework of the SCO. The unwavering support of the SCO Chairman Xi Jinping in the activities of the organization, directed at strengthening good neighborliness, constructive interaction between member states, and enhancing the role of the Shanghai Cooperation Organization in the region and the world, continues to play a significant role here,” concluded E.
