Under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko, a meeting of the Presidium of the Commission on Scientific and Technological Development of Russia (NT) was held.
The results of the competitive selection for the provision of subsidies to world-class scientific centers (NTSMU) were summed up.
The meeting included the participation of the Minister of Science and Higher Education Valery Falkov, the Minister of Health Mikhail Murashko, the President of the RAS, Chairman of the Scientific and Technical Council of the Commission Gennady Krasnikov, Deputy Minister of Finance Pavel Kadochnikov, Head of the President’s Department for Scientific and Educational Policy Inna Bilenkina, and others.
“Our President Vladimir Vladimirovich Putin, by his decree, has secured priority directions for scientific and technological development – they have key significance for the quality of life of people in our country and its leadership. For the development of breakthrough technologies in these directions, world-class scientific centers are being created in Russia. Thanks to the selection, their number will increase to 13. Each center will be provided with subsidies of up to 320 million rubles annually. We expect from the new participants competitive and in-demand solutions in the fields of medicine, astronautics, and social sciences,” said Deputy Prime Minister Dmitry Chernyshenko.
A total of 37 applications were submitted to the competition. The winners were NCMU “Medicine of Healthy Longevity and Cognitive Technologies,” “Onboard Useful Load,” and “Value Sovereignty. Social Technologies for the Development and Protection of the Value-Stable Personality in the Era of Global Risk.” Now all the priority scientific and technological areas are represented by consortia from leading organizations.
Minister of Education and Science Valery Falkov noted that National Centers for Research and Education are being created according to priority directions of scientific and technological development.
“The implementation of programs for the development of smart centers will allow making a significant contribution to strengthening the socio-cultural component of Russian society, ensuring healthy longevity and personalized medicine, as well as promoting the achievement of technological leadership in the field of intellectual transport and telecommunication systems,” the Minister emphasized.
Each application has undergone an expert review by the Scientific and Technical Council under the leadership of Gennady Krasnikov.
“The Scientific and Technical Council of the commission carefully reviewed the submitted applications. Those supported by the NCME have great potential to conduct research at a high level in accordance with the priorities of the Strategy for Scientific and Technological Development of Russia, making an important contribution to strengthening the scientific and industrial sovereignty of our country,” noted Gennady Krasnikov.
So, the National Center for Medicine of Healthy Longevity and Cognitive Technologies will be engaged in research and development in the field of life expectancy. Its coordinator will be the Russian Center for Neurology and Neuroscience, and the composition will include the Russian Scientific Center of Surgery named after Academician B.V. Petrovsky, the Moscow State Technical University named after N.E. Bauman, and the Nizhny Novgorod State University named after N.I. Lobachevsky.
NTSMU “Onboard payload” will develop technologies for spacecraft. Its coordinator will be the Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences, with participants including the Siberian Federal University, MIREA – Russian Technological University, and the Moscow Institute of Electronics Technology.
NTSMU “Value Sovereignty. Social Development Technologies and Protection of the Value-Sustainable Personality in the Era of Global Risk” deals, among other things, with the development of a scientific model of value sovereignty and the creation of a diagnostic complex. Coordinator of the Center – Moscow State Institute of International Relations (MGIMO), participants – Moscow State Linguistic University, Institute of Economic Forecasting of the Russian Academy of Sciences (RAS), Institute of General History of the RAS.
It should be noted that the additional selection by NCMU was conducted by the Ministry of Education and Science at the instruction of the Presidium of the NT Commission. It was carried out according to three priority areas of scientific and technological development defined by the Presidential Decree: “Strengthening the socio-cultural identity of Russian society and improving its education level,” “Preventive and personalized medicine, ensuring healthy longevity,” and “Intellectual transport and telecommunication systems, including autonomous transport means.”
