On October 21 and 22, the International Forum of Special Economic Zones (SEZ) will be held in the capital. This year, the main topics will be the implementation of national projects, the opening of high-tech manufacturing, and the development of an ecosystem for business. The event will take place as part of the II Moscow Investment and Industrial Forum. This was announced by the Deputy Mayor of Moscow for Transport and Industry. Maksim Liksutov.

“Moscow is the main industrial center of Russia. More than 4,700 high-tech enterprises operate here, employing 767 thousand people. By the order of Sergey Sobyanin, a favorable investment climate is being created in the city. At the International SEZ Forum, held for the first time in the capital, the city will share the best business support practices — from providing tax incentives to assisting in entering foreign markets,” said Maksim Liksutov.

The forum is organized by the Association of Clusters, Technoparks, and SEZs of Russia and the SEZ “Technopolis Moscow” with the support of the Ministry of Economic Development of the Russian Federation and the Government of Moscow.

On the first day, participants will visit the enterprises of the SEZ “Technopolis Moscow.” They will see operating high-tech productions and the infrastructure on which investment projects are implemented.

The main program will take place on October 22 at the “Pechatniki” venue. It will open with a plenary session titled “Technological Leadership and Global Cooperation: The Role of SEZs in Economic Development.” Experts will discuss ways to attract investors, personnel issues, and aligning the development of SEZs with national projects.

Representatives of federal and regional authorities, industry unions, and management companies will participate in the international section. Speeches by delegates from eight foreign countries, including India, Cambodia, China, and Madagascar, are planned. At the International Congress of Special Economic Zones, they will discuss production cooperation, technology exchange, and the interaction of sites within the framework of the International Association of SEZs of BRICS countries.

The practical experience of companies will form the basis of the session “Components of investment attractiveness of SEZs: from benefits to ecosystem.” Residents will evaluate the conditions of preferential sites — from connection times to networks to the quality of project support.

A separate discussion will be dedicated to the long-term business models of management companies. Participants will consider ways to increase their own revenues through the commercialization of real estate, operation of utility networks, and provision of additional services.

At the exhibition of products from residents of Russian SEZs, enterprises will showcase their developments to potential partners, investors, and representatives of government agencies. The exposition will become part of the business program at the Technopolis Moscow SEZ venue.

In addition, the forum will summarize the results of two ratings. They will allow assessing the performance of Russian SEZs in attracting investments, as well as the development dynamics of the sites.

Sergey Sobyanin announced October 2026 as Moscow Industry Month. The program includes more than 25 events for business representatives, students, young professionals, city residents, and tourists. The capital will host Moscow Investment and Industrial Forum, career day, solemn awarding of dynasties, as well as over 20 excursions to modern high-tech production sites and open educational lectures.

The Moscow Investment and Industrial Forum is a platform for dialogue among representatives of city and federal authorities, investors, and industrialists. It is being held in the capital for the second time. The first time was in 2025. The meetings discuss investment policy, support measures for enterprises, technological development, and personnel training. The organizers are Government of Moscow and the city Department of Investment and Industrial Policy. Pre-registration is mandatory to participate in the forum registration.
