Thanks to projects funded by infrastructure budget funds (IBK), special treasury funds (SKK), and treasury infrastructure loans (KIK), more than 7.3 million square meters of housing have been commissioned in the Northwestern Federal District since 2022, and over 533 billion rubles of off-budget funds have been attracted.
“Infrastructure loans ensure the renewal of social facilities, engineering networks, roads, and public transport, which in turn affects the pace of housing construction and increases the investment attractiveness of the regions. For example, thanks to their use in the Northwestern Federal District, a cumulative total of more than 7.3 million square meters of housing has been commissioned since 2022, over 533 billion rubles of private investment have been attracted, and more than 11 thousand jobs have been created. In the first half of 2026, the total housing commissioning plan was exceeded by 845 thousand square meters thanks to three instruments. As a result, the living environment is improved both in large cities and in villages,” noted Deputy Prime Minister Marat Khusnullin.
According to the Deputy Prime Minister, among the leading regions of the NWFD in housing commissioning are Saint Petersburg (3.8 million sq. m), Leningrad Region (1.4 million sq. m), and Vologda Region (over 1.1 million sq. m).
The infrastructure loan program is supervised by the Ministry of Construction.
“The application of SKK, IBK, and KIK tools has proven to be highly effective. These mechanisms allow for comprehensive development of territories, improve the quality of life of citizens, and provide a long-term multiplicative effect for regional economies. To date, in the NWFD, thanks to federal support, projects have been completed including the construction of an interchange at the junction with the Western High-Speed Diameter in Saint Petersburg with 2.6 km of high-speed highway and access to Vitebsky Avenue, technological connection of residential development to sewage networks in the Leningrad Region, as well as the design and construction of Moscow Avenue in Arkhangelsk from Prokopiy Galushin Street to Lenin Street,” noted the First Deputy Minister of Construction and Housing and Utilities, Alexander Lomakin.
The Territorial Development Fund is the operator of infrastructure loan programs.
“One of the key advantages of infrastructure loans is the ability to implement large projects without heavily burdening regional budgets. This tool is actively used by the regions of the Northwestern Federal District as well. Since 2022, using infrastructure loans, a total of 63 facilities and events have been completed in the district, of which 38 relate to communal infrastructure, including more than 100 km of utility networks. Thus, the reliability of communal systems and the quality of services provided are consistently improving. Work in this direction continues within the framework of the national project ‘Infrastructure for Life’,” emphasized Vasily Kupyzin, General Director of the Territorial Development Fund.
