The Ministry of Transport of Russia is actively developing in the direction of implementing innovative technologies in the transport logistics system. One of the recently initiated initiatives was the development and testing of an intelligent system based on artificial intelligence (AI), capable of forecasting the impact of floods and inundations on transport infrastructure in real time. This project is aimed at increasing the resilience of transport chains, reducing losses, and preventing disruptions in cargo and passenger transportation under emergency conditions.
The main component of the system is the “robot-hydrologist,” which analyzes data received from the EMERCOM system “Atlas of hazards and risks.” This map of natural hazards contains information about possible flood areas, flood risks, and other emergency situations. Artificial intelligence processes this data instantly, automatically determining zones most susceptible to flooding. After this, the system correlates the obtained information with current routes, transport hubs, roads, and infrastructure objects, providing a complete understanding of the current situation.
What is automatic risk map construction? When data about the upcoming flood is received, the system instantly visualizes dangerous zones on the map, highlights key routes and objects that may be under threat. This tool allows for operational assessment of the threat scale and making timely decisions — for example, changing routes, temporarily closing vulnerable sections, or planning alternate routes.All this significantly reduces the risk of failures in the operation of transport enterprises, ensures the safety of cargo and passengers, and also provides the uninterrupted functioning of logistics chains.
Statistics show that up to 70 major floods occur annually in Russia. These natural disasters not only cause significant damage to infrastructure but also lead to serious disruptions in transportation, delays, and additional costs. In this context, the implementation of forecasting and rapid response systems to threats becomes vital for the resilience of the transport sector and the national economy as a whole. The use of AI allows threats to be identified in a timely manner, consequences predicted, and, therefore, measures taken in advance to prevent possible crises.
The trend of applying AI in logistics is obvious and is already gaining momentum. Companies and government agencies understand that modern technologies not only allow automating individual processes but also significantly improve the level of predictability and controllability of transportation. These tools enable the analysis of large volumes of data, timely prediction of potential threats, and rapid response to changes in the situation.
Overall, the implementation of a flood forecasting system using AI at the Ministry of Transport is an important step towards creating a more secure, technologically advanced transport system. Under conditions of increasing frequency of natural disasters, such solutions ensure the safety and stability of transportation, increasing trust in the country’s logistics infrastructure. In the future, such technologies will become fundamental for the formation of a fully functional smart transport system, capable of quickly adapting to changing conditions and ensuring the continuity of cargo and passenger transportation in any situation.
