Financial News: Facts of Market Manipulation Established Using Information Disseminated via Telegram Channels (April 13, 2026).

The Bank of Russia established facts of market manipulation on the organized trading platform of PJSC Moscow Exchange during transactions with securities of a number of issuers. The transactions were made through personal accounts of individuals associated with the activities of the company PFL Advisors, which administered the Telegram channels “RynkiDengiVlast’ | RDV”, “RCB Signals” and “Wolf from Mosbirzha” (hereinafter – Telegram channels).The dissemination of information through Telegram channels, encouraging market participants to buy or sell financial instruments, was a component of coordinated activity by a group of persons aimed at changing current market prices of financial instruments in order to gain profit for their own transactions.

Based on the results of the inspection, the Bank of Russia qualified the actions of the persons as market manipulation in accordance with paragraph 2 of part 1 of article 5 of the Federal Law dated 27.07.2010 No. 224-FZ “On counteracting the unlawful use of insider information and market manipulation and on amendments to certain legislative acts of the Russian Federation.”

The Bank of Russia sent instructions to individuals about preventing similar violations in the future, stating that operations on foreign trade accounts are restricted.

Verification materials have been sent to law enforcement agencies.
