Starting from September 1, Russia will begin an experiment on retail sales of medicines at mobile pharmacy points for residents of sparsely populated and remote rural areas. The decree on the procedure for conducting it was signed by Prime Minister Mikhail Mishustin.
Mobile pharmacies will sell the most in-demand medications, except those containing narcotic, psychotropic, and potent substances, more than 25% alcohol, or requiring special storage conditions.
The pilot project will take place in rural settlements where there are no stationary pharmacies. Pharmacy organizations that have held a license for the sale, storage, and transportation of medicines for at least three years will be able to participate. To do this, organizations must submit an application to the authorized regional government body and obtain a special permit from Roszdravnadzor. Additionally, the regional head must file a petition with the Ministry of Health to include their subject in the experiment.
The pilot project will last until September 1, 2029. Its purpose is to develop the mechanism for such trade for its further implementation and permanent use.
The resolution was prepared to implement the new provisions of the federal law “On the Circulation of Medicines,” adopted in the spring of 2026.
