Business representatives who rented commercial real estate from the city in the city center have purchased by preemptive right more than 400 square meters in a cultural heritage site (CHS) on Chaplygin Street. This was reported by Ekaterina Solovyova, Minister of the Moscow Government, head of the city’s Department of Urban Property.
“The preemptive right of purchase is available to entrepreneurs who have been renting real estate from the capital for at least a year and are included in the Unified Register of Small and Medium Enterprises. Thanks to this opportunity, in the first half of 2026, entrepreneurs who had previously worked in these premises under rental agreements with the city became owners of premises measuring 300.2 and 107.1 square meters in the Basmanny district. The premises are located in a historic building at the address: 6 Chaplygin Street, which is recognized as a cultural heritage site and known as the ‘Profitable House of O.A. Krumbügel, late 18th century, 1870.’ Owners will be able to dispose of the property at their discretion — either continue the existing business direction or choose a new one, the main thing is to comply with the legislation on cultural heritage objects: owners and users of architectural monuments are obliged to preserve their historic appearance,” said Ekaterina Solovyova.
The historic building, which acquired new commercial real estate owners, belonged at the end of the 19th century to Otto Krumbugel, a Moscow merchant of the second guild. To turn the mansion into a revenue house and use it for commercial purposes, he added a third floor above it and supplemented it with extensions at the ends. The development complex of the property, formed in the 1910s, has been preserved.
The status of the cultural heritage site and the building’s proximity to city landmarks make doing business especially attractive, allowing its tourist potential to be utilized.
Renting premises with a subsequent right to purchase the property is one of the convenient options to become the owner of suitable square meters.
The preferential right of purchase can also be exercised by business representatives who rent premises as a result of specialized auctions. However, for them, the lease term before purchase must be at least two years, and the property must have been included in the list of state property intended for use by small and medium-sized enterprises for five or more years.
In order to exercise the preemptive right of purchase, business representatives need to apply on the mos.ru portal for state service “Compensated alienation of real estate leased by small and medium-sized enterprises from the state ownership of the city of Moscow.” The capital will offer to purchase the leased property at market value without bidding. In addition, entrepreneurs will be allowed to use this right if the leased premises have been included in the list of privatized objects by the decision of the city.
