Mass protests in Albania, Belgium, France, Italy, and Portugal are causing concern from a human rights perspective, UN High Commissioner for Human Rights Volker Türk said on Tuesday. He condemned all acts of violence and urged all involved to reduce tension and prevent further escalation.

“The best and only way forward is an inclusive dialogue in safe conditions,” emphasized the UN’s chief human rights defender.
Türk reminded that people have the right to peacefully protest and be heard, and that states are obliged to facilitate the exercise of these rights.
At the same time, the High Commissioner condemned the actions of those who use the protests to carry out acts of violence and vandalism against state and private property. Such individuals should bear individual responsibility for what has happened, he noted.
Türk also expressed concern about reports of unjustified and excessive use of force against protesters, including children. States must ensure that any law enforcement actions are lawful and proportionate, he stated.
“In connection with allegations of unlawful use of force, prompt, effective, and independent investigations must be conducted, holding those responsible accountable and providing victims with effective remedies,” said the High Commissioner.
He noted the steps that authorities have already taken to investigate the incidents and ease the situation. Turk called on states to engage protesters, especially young people, in meaningful, inclusive, and constructive dialogue. According to him, specific measures need to be taken to address fundamentally important human rights issues related to education, public services, housing, the rising cost of living, and inequality.
