The master plan is a fundamental territorial planning document and lays the foundation for the coordinated development of all infrastructure: from housing, roads, transport, and social facilities to industry, agriculture, and the tourism sector. Thus, master plans have been approved for the Chaplynsky, Skadovsky, Kalanchaksky, Golopristansky, and Henichesk municipal districts of the Kherson region. This was reported by Deputy Prime Minister Marat Khusnullin.

“The development potential of the Kherson region is determined by several criteria, the first of which is its advantageous geographical location. A land corridor to Crimea passes through the region, and therefore the approved documents pay special attention to the placement of transport and logistics infrastructure, construction of roads, and bypasses for motor transport. Moreover, the favorable climate allows for active agricultural activities here, which means increasing exports and economic ties with entities in southern Russia. The master plans of five municipal districts provide for the construction and restoration of flour-milling and fish-canning factories, greenhouse complexes, farms, fish hatcheries, as well as the creation of warehouse complexes and logistics centers for the storage of agricultural products. In addition, according to the documents, one of the drivers of economic growth in the Kherson region will be the launch of new productions within industrial parks, including for the construction sector. Even now, in the tense operational situation, we observe growth in housing construction in the region, with the main focal points being the coastal cities of Skadovsk and Henichesk.”For the next 20 years, the urban development potential in the Kherson region amounts to over 6.7 million sq. m. Simultaneously, an update of social infrastructure is planned. This includes the construction of several dozen schools and kindergartens, the erection of polyclinics and outpatient clinics. The coastal area of two seas, the Black and Azov, with a length of over 700 km, is extremely attractive in the Kherson region. In addition, the region hosts reserves — “Askania-Nova” and the Black Sea Biosphere Reserve. Therefore, great attention has been paid to the development of beach, health-improving, and nature-ecological tourism in the urban planning,

The Deputy Prime Minister added that since 2022, the Unified Institute of Spatial Planning (UISP) has been developing urban planning documentation for the settlements of Donbass and Novorossiya.

“In 2025, the EIPP together with VEB.RF developed a comprehensive territorial scheme for the development of tourism in the Kherson region, and its project solutions were continued in the urban development plans for five municipal districts. In the master plan of the Kalanchak municipal district, we supported the region’s leadership proposal to create a year-round seaside resort on the territory of the unique picturesque Khorty peninsula. This plan includes the placement of sanatorium and resort facilities, including the Federal Center for Restorative Medicine, the Federal Sports and Recreation Children’s and Youth Camp, as well as a park complex, sports and recreational and commercial facilities, apartments, and hotel complexes. Improvement of the port area territory is foreseen. For the development of sports-patriotic and yacht tourism, it is planned to build a children’s naval school of maritime multiple events and sailing sports in the village of Strelkove, yacht marinas in Henichesk and the village of Schaslyvtseve, as well as a marina and sailing school in Skadovsk.”In order to develop nature-ecological tourism, it is proposed to create an eco-trail in the village of Khorly, the settlement of Priozernoye, on the Tendrovskaya and Kinburnskaya Spits, and in the territories of the Kalanchak municipal district. Provided that the measures of the general plans and the regional comprehensive territorial scheme for tourism development in the Kherson region are implemented, more than 12,500 new hotel rooms will be created, and the tourist flow will exceed 5.5 million people per year. Additionally, in five districts, it is planned to create 158 green public areas totaling more than 450 hectares. Overall, the development of urban planning documentation for the Kherson region is systematic, where project solutions become part of a sustainable development model and are linked to the creation of workplaces, housing construction, and the formation of transport, social, and engineering infrastructure,” added Dina Sattarova, director of the Unified Institute for Spatial Planning.
