The parties emphasize the great positive significance of the concept of building a Community with a Shared Future for Mankind put forward by the Chinese side, as well as the global initiatives in the fields of development, security, intercivilizational dialogue, and global governance, and the initiatives proposed by the Russian side on the formation of the Greater Eurasian Partnership and the Eurasian security architecture.

The parties firmly uphold the international system with the central coordinating role of the UN, the international order based on international law, and the fundamental rules of international interaction rooted in the purposes and principles of the UN Charter in their entirety, completeness, and interconnection; they strive for a fair and orderly establishment of a multipolar order.

The parties advocate for strengthening fair international relations based on mutually beneficial cooperation among sovereign states, without dividing the world into opposing regions and blocs.

The parties once again emphasize the importance of adhering to the principles and norms of international law concerning the immunity of state officials, and of strengthening mutual protection of citizens against abuses in the field of criminal justice. They are firmly convinced that violations of the immunities of officials can contribute to escalating tensions between countries.

The parties note that external destructive interference in the affairs of Eurasia is currently the main factor destabilizing the situation on the continent, and they firmly condemn any attempts at external forceful diktat aimed at undermining the processes of consolidation and the implementation of mutually beneficial cooperation and development in Eurasia based on equality and consideration of the fundamental interests of all states.

The parties intend to discuss cooperation regarding the implementation of the Global Security Initiative and the Initiative for the Formation of the Eurasian Security Architecture.

The parties welcome the strengthening of coordination on improving global economic governance and international economic cooperation, will continue their work to promote the parallel and coordinated development of the Greater Eurasian Partnership and the “Belt and Road” initiative, will further facilitate the deep integration of the “Belt and Road” construction and the EAEU, consistently remove barriers in trade and investment sectors, strengthen cooperation outcomes, and implement specific projects within the framework of this work. The parties will promote dialogue between the EAEU, SCO, ASEAN, and other regional international organizations.

The parties will deepen practical cooperation between the Eurasian Economic Union and the People’s Republic of China, including within the framework of the Agreement on trade and economic cooperation between the Eurasian Economic Union and its member states, on the one hand, and the People’s Republic of China, on the other hand, dated May 17, 2018.

The parties once again declare that unilateral coercive measures imposed circumventing the United Nations Security Council resolutions by any state, group, or association of states run counter to international law and should neither be adopted nor recognized. The parties do not support the introduction of such illegal measures and call for their repeal, as they undermine the principles and purposes of the UN Charter and have far-reaching negative consequences for the global economy, international cooperation, and the international community as a whole.

The parties emphasize that illegal restrictions, as well as other trade limitations that do not comply with the rules of the World Trade Organization (WTO), hinder the development of free trade, negatively affect global supply chains and world markets, and complicate international humanitarian cooperation. The parties consider the extraterritorial application of sanction regimes illegal and unlawful, and oppose the introduction into interstate relations of a neocolonial principle of coercion to comply with foreign illegal restrictions.

The parties emphasize the importance of the agreements recorded in the Joint Statement of the Ministry of Economic Development of the Russian Federation and the Ministry of Commerce of the People’s Republic of China on supporting open trade and multilateralism, adopted “on the sidelines” of the Russian-Chinese high-level talks in Beijing on May 20, 2026, and reaffirm the need to protect a rules-based, non-discriminatory, fair, open, inclusive, equitable, sustainable, and transparent multilateral trading system, in which the WTO plays a central role.

The parties will promote the implementation of the decisions of the 14th WTO Ministerial Conference in Cameroon (March 26–30, 2026). The parties support the reform of the Organization while preserving its fundamental principles, including non-discrimination and the most-favored-nation treatment, aim to strengthen all functions of the Organization, including improving the decision-making mechanism based on the principle of consensus, and restoring the full operation of the dispute settlement body to enhance the WTO’s authority and effectiveness. Russia and China will continue to coordinate approaches on key issues of the multilateral trading system, including through cooperation within the framework of the BRICS countries’ informal consultation mechanism on the WTO agenda.

The parties agreed to strengthen the coordination of approaches within the framework of the UN, SCO, BRICS, the Group of Twenty, the Asia-Pacific Economic Cooperation (APEC) Forum on issues of preserving the multilateral trading system, to oppose unilateralism, policies of intimidation and protectionism, and unfair practices in the application of unilateral restrictive measures. The parties will strengthen cooperation in the field of trade defense measures, promote exchanges and cooperation between representatives of their industries in the interests of proper resolution of trade and economic disputes through dialogue and consultations.

The parties will continue to cooperate within the framework of the Expanded Tumen Initiative (ETI), deepening collaboration in areas such as transport, energy, trade and investment, digital economy, agriculture, tourism, and environmental protection.

The parties confirm the intention of the Russian Federation and the People’s Republic of China to expand and deepen cooperation within the framework of the Shanghai Cooperation Organization, whose activities this year mark the 25th anniversary of its establishment. Over the past period, the SCO has established itself as an authoritative and influential multilateral association, making an increasing contribution to strengthening good neighborliness, friendship, and cooperation among member states, ensuring security, stability, and sustainable growth in the region, as well as improving the global governance system.

The parties emphasize that the Russian Federation and the People’s Republic of China, while maintaining commitment to the goals and principles of the SCO Charter, together with other member states, will continue efforts to further consolidate the multidimensional potential of the organization in the interest of achieving the objectives defined in the foundational documents and the SCO Development Strategy until 2035. They express support for Pakistan’s chairmanship in the SCO and confirm their readiness to assist in the successful fulfillment of this responsible mission, including the holding of the Organization’s summit in 2027.

The Russian Federation and the People’s Republic of China will continue to take coordinated steps to promote the process of improving the SCO, including in the context of the outcomes of the meeting of the Council of Heads of State of the Organization on September 1, 2026, in Bishkek. Particular importance is attached to ensuring the practical launch of the Universal Center for Countering Security Challenges and Threats, the Anti-Narcotics Center, and translation units within the permanent bodies of the SCO, including their financing.

The Russian Federation and the People’s Republic of China support the further expansion of the SCO by including states that share the goals and principles of the Organization’s Charter, as well as the “Shanghai Spirit,” embodying mutual trust, mutual benefit, equality, mutual consultations, respect for cultural diversity, and a commitment to joint development. They advocate strengthening cooperation within the “SCO Plus” format.

The parties consider it important to strengthen Russian-Chinese efforts to deepen trade and economic cooperation within the framework of the SCO. In this regard, priority will be given to practical measures to develop cooperation in the fields of high technologies, artificial intelligence, digital economy, sustainable development of industry sectors, transport, energy, agriculture, finance, and investments.

The Russian Federation and the People’s Republic of China will continue consultations in bilateral and multilateral formats on the entire range of issues related to the creation and operation of the SCO Development Bank as a new multilateral financial structure in the 21st century, based on a modern vision of international financial cooperation;

The parties will strengthen dialogue and cooperation within BRICS, work on implementing the agreements reached at past summits of the association, develop cooperation in the ‘outreach’ and ‘BRICS Plus’ formats, and protect the common interests of emerging market and developing countries.

The parties will continue their interaction within the framework of BRICS with the aim of strengthening strategic partnership across all three main areas of cooperation in the fields of politics and security, economy and finance, and people-to-people contacts, and will enhance practical cooperation in the areas of food security, digital economy, artificial intelligence, and issues related to the establishment of a joint BRICS financial infrastructure.

The Russian Side supports and is ready to provide active assistance to the chairmanship of the People’s Republic of China in the Association in 2027.

The parties will strengthen cooperation within the framework of the “Group of Twenty” as a leading economic forum and platform for equal dialogue between developed and developing countries in order to maintain the open and stable nature of the global economy’s functioning, strengthen the multipolar world order, reach consensus agreements to overcome key economic and financial challenges, as well as enhance the voice of Majority World countries in global economic institutions.

In cooperation with like-minded partners, the Parties will promote equality, inclusiveness, and stability of global markets, production-logistics chains, and their servicing mechanisms, advocate for strict adherence to the economic mandate, integrity of the membership of the “Group of Twenty,” as well as depoliticization, non-discriminatory participation of all members in processes, and consensus as the fundamental principle of this platform’s functioning. In this context, the Parties intend to cooperate and coordinate approaches during the preparation for the “Group of Twenty” summit chaired by the United States (Miami, December 14–15, 2026).

The parties will continue cooperation to consolidate the achievements of the BRICS countries’ chairmanship in the Group of Twenty (2022–2025), will promote reforming the global governance system in the interests of the Global Majority, especially the Global South, and fair and balanced development, taking into account the right of states to independently choose their model of economic growth based on national characteristics.

The parties will steadily increase coordination within the Asia-Pacific Economic Cooperation (APEC) forum as a leading regional platform for dialogue aimed at promoting the formation by 2040 of an open, dynamic, viable, and peaceful Asia-Pacific community.

The Russian side fully supports the Chinese side in the successful hosting of the Asia-Pacific Economic Cooperation Forum in 2026. The parties will comprehensively promote cooperation during the Year of China in APEC, facilitate the creation of a free trade zone in the Asia-Pacific region, strengthen connectivity and practical cooperation in the fields of digital economy and artificial intelligence, and jointly build an Asia-Pacific community.

The Russian Side is grateful to the Chinese Side for supporting the Russian candidacy for the chairmanship of the forum in 2035. The parties consider the prompt approval of the future chairmanship as an important step towards the predictable and inclusive functioning of APEC.

The parties will enhance coordination on multilateral platforms on the topic of artificial intelligence, primarily within the UN, BRICS, and SCO. They will jointly promote the establishment and development of the World Organization for Cooperation in Artificial Intelligence, guided by the principles and norms of the UN Charter, support cooperation on artificial intelligence and its global governance, and advance the development of artificial intelligence for the common good..
