Results of the X National Investment Attractiveness Ranking special economic zones (SEZ) of Russia and the IV Rating of Sustainable Development of Russia’s SEZs will be presented on October 22 at the IV International Forum of SEZs. It is being held for the first time in the capital as part of the II Moscow Investment and Industrial Forum (MIIF). This was reported by the Deputy Mayor of Moscow for Transport and Industry. Maxim Liksutov.
“This year, Moscow is hosting the International Forum of Special Economic Zones for the first time. For investors, the key event of the business meeting will be the announcement of the leaders of the National Ranking of Investment Attractiveness of SEZs in Russia and the Ranking of Sustainable Development of SEZs in Russia. Forum participants will be able to assess the economic and infrastructural potential of innovative platforms, the best projects and initiatives implemented in Russian and foreign SEZs, as well as negotiate long-term cooperation and strengthen industrial cooperation,” noted Maxim Liksutov.
The ratings will be prepared by the Association of Clusters, Technoparks and Special Economic Zones of Russia (AKIT RF) with the support of the Ministry of Economic Development of the Russian Federation.
This year, the National Rating of the Investment Attractiveness of Russia’s SEZs takes into account 44 indicators grouped into seven subindexes. Experts examine business conditions, availability of infrastructure and land resources, informational transparency, and the competencies of management companies. Among the criteria are the time required to obtain construction permits, the availability of free areas, the dynamics of attracting residents, and the volume of their investments.
“The investor needs to understand how ready the site is for the launch and further development of their production. Two ratings allow this issue to be considered from different perspectives: comparing business placement conditions and assessing the quality of management, environmental, and social practices. This year, for the first time, we singled out resident practices into a separate block of the Sustainable Development Rating, which accounts for a quarter of the final result. Thus, responsibility for the development of the territory is considered at the level of both the managing company and the enterprises operating here. Such an assessment also helps the SEZ itself to determine what changes are necessary to offer the investor a better-prepared site,” said the director of AKIT RF, Mikhail Labudin.
In the updated methodology of the Sustainable Development Rating of Russia’s special economic zones, the number of indicators increased from 70 to 101. They are distributed among four equal blocks: ecology, social sphere, governance, and sustainable development practices of residents. Each block accounts for 25 percent of the final score.
Work on implementing such practices is actively underway at the SEZ “Technopolis Moscow.” In September, AKIT RF held specialized sessions for residents of the “Alabushevo,” “Pechatniki,” and “Rudnevo” sites. Participants reviewed the process of integrating sustainable development principles into company operations and the stages of preparing non-financial reporting. Following the sessions, companies received practical recommendations and a roadmap for further work.
