On September 28, an expert dialogue “Science and personnel for the automation of industry and production processes” was held at the State University of Management. The event took place within the framework of the Strategic session on science and business cooperation “Automation and robotization – the basis of industrial growth,” initiated by the State University of Management and “RT-Techpriemka,” organized by the State Corporation “Rostec” with the support of the Ministry of Industry and Trade of Russia and the Ministry of Education and Science of Russia.
The moderators of the expert dialogue were Yulia Tsvetkova, Director of Human Resources Management at the State Corporation “Rostec”, and Alexey Svistunov, Director of the Personnel Policy Department of the Ministry of Science and Higher Education of the Russian Federation.
The Human Resources Director of the State Corporation “Rostec” Yulia Tsvetkova presented the Corporation’s approaches to training specialists in robotics and automation, including those currently being implemented on the basis of the educational-professional track “Rostec Machine Building” in partnership with MGTU “STANKIN” and TulGU, as well as the project of professional competencies for these specialists.
At the same time, Yulia Tsvetkova emphasized the need for a comprehensive analysis of tasks related to the automation of production processes, which will allow for a clear definition of the profile of the required specialists. Thus, the Corporation has formed a demand for “pre-engineers” focused on the implementation of engineering solutions according to specified requirements within a limited subject area, servicing high-tech production systems, including robotic complexes. The training of these specialists does not require 5 years of university education; however, they need a fundamental foundation in mathematics, physics, and computer science, which only higher education can provide.
The Head of the Department of Scientific-Technical and Personnel Policy in Industry at the Department of Strategic Development and Corporate Policy of the Ministry of Industry and Trade of Russia, Nikita Antonov, spoke about technological leadership in robotics and automation. The speaker presented the progress and current results of the joint project of the Ministry of Industry and Trade and the Ministry of Education and Science “Training personnel and scientific foundation for the electronic industry” within the framework of cross-cutting national programs, specifically highlighting the statistics of the real sector’s demand for qualified personnel.
The Director of the Department of Personnel Policy of the Ministry of Science and Higher Education of the Russian Federation, Alexey Svistunov, additionally noted the colossal role of interaction between enterprises and universities in training highly qualified specialists to meet the needs of the real sector of the economy in strengthening the state’s technological leadership.
The Rector of the State University of Management, Vladimir Stroev, in the report “SUM as a new platform for training personnel in the field of robotics and automation,” paid special attention to the new Center for Integrated Engineering and Intelligent Robotics of Production Systems opened on the basis of the university. Among the key objectives of the Center are not only the implementation and introduction of technological projects but also the training and advanced training of personnel for the real sector of the economy.
A separate area of the Center’s work is related to involving students in the full cycle of engineering activities – from analyzing the technological process and defining requirements to programming, assembly, and testing of the created solutions.
For partner enterprises, the Center will become a platform for modeling and optimizing production, developing automated technological processes, and training specialists based on the real demands of industry. The Rector of the State University of Management emphasized the importance of the interconnection between engineering education and managerial competencies in training specialists for specific industry tasks.
The head of the Corporate System Development Department at JSC “RT-Techpriemka,” Margarita Afanasyeva, suggested considering quality as an end-to-end engineering competency. The report presented the educational and professional track “Rostec.Quality,” uniting seven partner universities and nine client organizations.
The approach involves including a quality module in corporate educational tracks covering aviation, radio-electronic, mechanical engineering, medical, and other production complexes. The module’s architecture forms three groups of cross-cutting competencies, allowing quality to be considered as a component of professional engineering thinking that must be integrated into the specialist’s activities throughout the entire product lifecycle.
The Rector of MSTU ‘STANKIN’, Boris Padalkin, dedicated his presentation to the design of higher education programs in the field of industrial robotics and production automation. Based on the analysis of current professional standards, it was demonstrated that competencies in robotics are today represented across various areas of professional activity — from the rocket-space and nuclear industries to robotic welding, mobile robotics, electrical equipment manufacturing, and the food industry. The Rector of MSTU ‘STANKIN’ presented a detailed map of engineering professions needed for the development and operation of robotic complexes. The proposed specialty model “Industrial Robotics” includes several educational profiles, and the educational program structure combines fundamental training with general engineering, digital, and professional disciplines.
Vice-Rector for Digitalization and Organizational Work at Platov South-Russian State Polytechnic University (NPI) Roman Zaytsev presented the experience in personnel training and the implementation of robotics and automation technologies in the production of critical composite material products. The foundation of the educational model is a project-oriented approach. One of the formulated principles is to involve students in R&D for product creation starting from the first year: project activities are integrated directly into the educational process and connected with real technological challenges from industrial partners.
The Head of the Educational Programs Department of the Institute for Robotic Systems at HSE University, Ilya Semichasnov, spoke about modern approaches to designing practice-oriented education using the example of the Student Design Bureau of the IRS at HSE University. Among the current tasks were identified the strengthening of the integration of industrial experience into the educational process, the expansion of the practice-oriented approach to various specializations, the development of educational trajectories, the combination of technical and humanitarian competencies, and the increase of student engagement.
The speaker emphasized that the SKB is presented as a unified interdisciplinary space where students work on software and hardware-software products with a view to their subsequent implementation and commercialization. The core of this model is project activity, and the bureau itself simultaneously serves as a technology proving ground, a personnel platform, and a solution development environment in the interests of industrial partners.
The substantial part of the expert dialogue was concluded by Darya Khabarova, Dean of the Faculty of “Mechatronics and Robotics” at South Ural State University, presenting a model for training engineering personnel for industrial robotics. Special attention in the report was given to the training of integration engineers. It is proposed to form project teams from students of various fields—information technology, electrical power engineering, technological machines and equipment, automation of technological processes, design and technological support of mechanical engineering, mechatronics and robotics, and management in technical systems.
Summarizing the discussions within the framework of the expert dialogue, the moderators defined the fundamental direction for the development of the personnel system for industrial automation: educational programs should be formed in close connection with the technological tasks of enterprises, and the training of engineers should combine fundamental knowledge, digital tools, and direct involvement in the creation and implementation of production solutions.
The proposals made during the discussion will form the basis of the resolution of the Strategic Session on Science and Business Cooperation and will be implemented in practice for further work on staffing the technological leadership of the Russian Federation in the field of robotics and automation.
