Deputy Prime Minister Dmitry Patrushev held a meeting on the situation with bear attacks on people. The event was attended by Minister of Natural Resources and Ecology Alexander Kozlov, representatives of the Ministry of Internal Affairs, Ministry of Finance, Prosecutor General’s Office, Federal Service for Supervision of Natural Resources, Federal Service for Veterinary and Phytosanitary Surveillance, other interested agencies and the scientific community, as well as heads of regions.
The highest number of cases has been recorded in Primorsky and Krasnoyarsk Krais, and Irkutsk Oblast. The regions are independently taking measures to control the population of wild animals.
“According to state monitoring data, over the past 30 years, the brown bear population, which is the main species in Russia, has more than doubled. There are now over 300,000 individuals. Obviously, as the population grows, so do problems. Systematic measures are needed to establish safe coexistence between people and animals, as well as to maintain the necessary balance. In this regard, the Government is currently preparing a number of priority measures. In particular, it is necessary to compile a list of entities that require additional funding to regulate the population of this predator. Based on this list, a draft order will soon be prepared to allocate the corresponding federal funds,” said Dmitry Patrushev.
The Deputy Prime Minister added that the Government is working on amendments to the regulatory framework that will allow regions to promptly make additional decisions regarding population regulation. In particular, the possibility of removing the brown bear from the limited species list will be considered.
Alexander Kozlov reported that this year the situation is complicated by a shortage of food supply for the bears. In addition, the Minister spoke about some population control measures already being implemented in the regions. He also proposed establishing basic population standards for this predator for each specific area.
To coordinate actions in the current conditions, Dmitry Patrushev instructed the Ministry of Natural Resources to conduct operational meetings involving regions and interested agencies, including the Ministry of Internal Affairs, the Prosecutor General’s Office, Rosselkhoznadzor, and Rosprirodnadzor. The developed decisions and best practices for reducing the risk of bear attacks will be sent to all federal subjects.
The Deputy Prime Minister paid special attention to the need for greater involvement of regional heads in this issue, as well as strengthening control over people being in the forest. Appropriate explanatory work with the population is required here.
