The government subcommittee on the development and implementation of artificial intelligence technologies, chaired by Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko, reviewed key performance indicators for AI implementation from 2027 to 2030. They will be included in the national plan for AI implementation in sectors of the economy, social sphere, and public administration.
Key indicators define the parameters for the implementation of artificial intelligence: areas of technology application, target values, and those responsible for achieving them. This allows not only the assessment of the number of pilot projects implemented and solutions developed but also the results of AI deployment in specific industries and regions.
At the federal level, more than 170 project indicators have been established across 16 sectors. Thirty-two agencies are responsible for achieving them. For a comprehensive assessment of AI market development, sectoral and cross-sectoral overarching indicators are additionally provided. They allow tracking the dynamics of market development and the level of technology penetration both in individual sectors and across the country as a whole.
The national plan also included proposals to reduce excessive administrative barriers that slow down the development and implementation of AI. These refer to specific regulations and procedures that require changes for the advancement of the technology—from data access and working conditions for developers to the deployment of AI solutions and the development of necessary infrastructure. The list of proposals was formed based on the work of specialized working groups of the subcommittee, involving agencies and representatives of the AI industry. At the same time, the national plan structure included a section dedicated to support measures for developers and companies implementing AI technology.
“The development of a national plan sets a systematic approach to the implementation of artificial intelligence in Russia. The document defines specific measures, responsible agencies, and measurable indicators. This allows moving from evaluating the number of developments to assessing the real impact of artificial intelligence application in the economy, social sphere, and public administration. The established indicators will also enable regular monitoring of the technology’s implementation progress and timely management decisions,” said Dmitry Grigorenko.
Earlier, the President of Russia Vladimir Putin instructed the Government, together with the heads of regions, to prepare and approve a national plan for the implementation of artificial intelligence technologies in the sectors of the economy, social sphere, and public administration at the federal level and at the level of the constituent entities of the Federation.
At the subcommittee meeting, methodologies for calculating more than a hundred indicators were approved, which will form the basis for assessing the dynamics of AI implementation in key sectors of the economy, and the structure of online monitoring of the National Plan was also approved. It will be carried out in the state information system FGIS KI.
