The draft law on the federal budget for 2027 and the planned period of 2028 and 2029 has been submitted for consideration to the State Duma. The order for its submission was signed by the Chairman of the Government, Mikhail Mishustin.

Budget projects of extrabudgetary funds and a number of other documents, which have a defining significance for public finances, have also been sent to the State Duma. The budget package was submitted to the lower chamber of parliament entirely in electronic form.

The base scenario of the socio-economic development forecast was taken as the basis for the new three-year budget project. It assumes that in 2027 the Russian economy will grow by 1.4%, and in 2029 the dynamics will accelerate to 2.4%.

Key priorities of the new three-year budget:

— fulfillment of social obligations to citizens, including support for families with children, development of healthcare and education, assistance to participants in the special military operation and their relatives,

— meeting the needs of defense and security,

— achieving national goals, including ensuring technological leadership and infrastructure development.

In 2027, expenditures will amount to 48.8 trillion rubles, revenues – 43.3 trillion rubles. For 2028 and 2029, expenditures are set at 50.9 trillion and 53.9 trillion rubles, revenues – 45.8 trillion and 48.6 trillion rubles respectively.

The budget project is balanced, which is an important condition for maintaining macroeconomic stability and reducing inflation. Taking into account priority tasks, it fully provides for the necessary volumes of financing for socially significant areas.

Spending on the development of the healthcare sector has been increased compared to 2026. In 2027 alone, more than 7 trillion rubles will be allocated for these purposes (1.8 trillion rubles are provided in the federal budget and another 5.2 trillion rubles – under the budget line of the Federal Mandatory Medical Insurance Fund).

The “Children’s Budget” for three years will amount to more than 10 trillion rubles.

The payment of the unified allowance and maternity capital (which will be indexed according to the actual inflation rate), as well as the annual family payment in the form of reimbursement of part of the personal income tax paid to citizens with two or more children, will continue.

The necessary funding is provided for in the draft budget for the development of the education sector. The emphasis is on infrastructure development. More than 100 billion rubles will be allocated for these purposes. This involves the construction of 150 new schools by 2030. For the capital repair of general education institutions, 201.4 billion rubles will be allocated. Around 73.4 billion rubles will be directed to the repair and construction of kindergartens.

The draft of the new three-year budget of the Social Fund of Russia, submitted to the State Duma as part of the budget package, includes the indexation of pensions and benefits. Insurance pensions in 2027 will be increased twice: starting from February 1, 2027, by 6.8%, which corresponds to the inflation rate for 2026, and from April 1, the insurance portion of the pension will be additionally increased by 3.3%. The average old-age pension amount at the end of 2027 will be 29,904 rubles.

In 2027, the maximum amounts of benefits for temporary disability, pregnancy and childbirth, as well as the monthly child care allowance, will increase. Overall, in 2027, 1.6 trillion rubles from the fund’s resources are planned to be allocated for the payment of insurance coverage under compulsory social insurance for temporary disability and maternity.

561 billion rubles are allocated for the implementation of the national project “Long and Active Life.” The funds will, among other things, be used for measures to prevent cardiovascular diseases and for medication supply programs.

The subsistence minimum in 2027 will increase by 6.8% and will amount to 20,227 rubles per capita across the Russian Federation. This will allow for an increase in the amounts of benefits and social payments calculated based on this indicator.

The amount of the minimum wage in 2027 will also increase by 6.8% – to 28,935 rubles.

6.4 trillion rubles will be allocated in 2027–2029 for the implementation of national projects for technological leadership and infrastructure development.

In particular, the priority allocation of funds for the national project “Machine Tools” will continue – 135 billion rubles over three years – which is 27% higher than the level planned in the 2026–2028 budget.

520 billion rubles are allocated for R&D, creation, and equipping of production in the field of micro- and radio electronics.

Funding for the road sector will exceed 4.4 trillion rubles over the next three years. Funds (65 billion rubles) will also be allocated, among other things, for the renewal of public transport, including ground electric transport. Necessary financing is planned for significant areas such as “Forming a Comfortable Urban Environment,” “Modernization of Utility Infrastructure,” “Elimination of Emergency Housing Stock,” and “Development of the Core Network of Airfields.”

In total, about 19 trillion rubles have been reserved in the budget draft for national project activities over three years.

Facilitation of regional development will be ensured, among other things, through treasury infrastructure loans – 150 billion rubles annually are allocated in the draft budget for these purposes, individual development programs for regions with low socio-economic development levels, as well as the implementation of master plans for 200 large and small cities, and urban agglomerations.

In 2027, an additional 100 billion rubles in subsidies for balance will be allocated to regions with difficult budgets.

To reduce the debt burden, by order of the President, the Government will postpone the deadlines for regions to repay budget loans beyond 2030. This will give the entities the opportunity to allocate the freed-up funds – about 300 billion rubles – to the development of the economy and the social sphere.
