A regional knowledge center has been established at the Peter the Great St. Petersburg Polytechnic University for the development of targeted capitals of educational and scientific organizations in the Northwestern Federal District. The center’s working group includes Vice-Rector for Personnel and Youth Policy Maxim Pasholikov, Director of the Department of Economics and Finance and Executive Director of the SPbPU Endowment Fund Elena Vinogradova, Director of the Fundraising and Alumni Relations Center Sergey Chichenyov, and Executive Director of the fund Olga Novikova.

By the decision of the Ministry of Science and Higher Education of Russia, to implement the plan of measures for the development of endowment funds in educational and scientific organizations until 2036, approved by Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, knowledge centers are being established in all federal districts of the country. Their main task is to provide methodological support to universities and scientific organizations in matters of creating and developing endowments. These centers include specialists in the fields of endowment management, investment management, law, fundraising, and alumni relations.

For Polytech, participation in this project is a natural step. The university’s endowment fund was established in 2012. Today, it holds over 150 million rubles, with 10 targeted capitals formed, from the income of which more than 120 projects have been supported, and the number of donors has exceeded 1,400 people. The fund is among the top 20 largest university endowments in Russia.

Today, the Polytechnic Endowment Fund is one of the most notable university endowments in the country, and we are confident that in the future it will become an important source of funding for various areas of the university’s development. It brings together everyone who would like to assist the Polytechnic in implementing new scientific projects and youth initiatives, preserving historical and cultural heritage, and modernizing the material and technical base. The topic of endowments is especially relevant now, as it concerns permanent capital, the results of which are planned for the long term. And we are glad that, based on the Polytechnic and by the decision of the Ministry of Science and Higher Education of Russia, a knowledge center on endowment funds for the Northwestern Federal District has appeared,

A key feature of the fund’s development strategy is the establishment of separate targeted endowments for institutes and structural subdivisions within the framework of the university-wide fund. Effective interaction between institutes and alumni should become the driving force behind the fund’s development, from the income of which each institute will be able to additionally finance its educational and scientific projects.

The fund transfers targeted capital into trust management to several management companies (there are five of them now), which operate based on different investment strategies. Asset diversification is a fundamental principle of the fund, aimed at minimizing financial risks and maximizing income from management. At the same time, the management strategy remains conservative: the fund is focused not on maximum, but on predictable income for stable project financing, giving preference to high-quality bonds of Russian issuers.

At SPbPU, annually takes place strategic session of the Ministry of Science and Higher Education of the Russian Federation, dedicated to current issues of the development of targeted endowments in scientific and higher educational institutions, involving university endowments from all federal districts and most regions of Russia.

In 2022, Polytech became a full member of the National Association of Endowments, in cooperation with which the university annually hosts events of the “Eternal Contributions” Assembly and the all-Russian “Endowment EXPO” exhibition.
