The government continues systematic work on regional development, modernization of communal infrastructure, and renewal of the country’s housing and communal services. On the eve of the upcoming heating season in Russia, large-scale preparatory activities are traditionally conducted, aimed at preparing all engineering infrastructure facilities, electricity sector entities, water and heat supply systems. Special attention is given to the reconstruction, major repair, and restoration of key heat supply facilities. Under the federal project “Modernization of Communal Infrastructure” of the national project “Infrastructure for Life,” about 800 facilities have been updated since 2025. This was reported by Deputy Prime Minister Marat Khusnullin.

“Systematic upgrading of heat supply facilities reduces the risk of technological disruptions and accidents, creating a foundation for a stable heating season. Under the national project ‘Infrastructure for Life’, around 800 heat supply facilities have been repaired and built in Russia. Additionally, in the comprehensive plans for the modernization of communal infrastructure approved by regions, 20.5 thousand activities, including 6.9 thousand area-based facilities and 26.1 thousand kilometers of networks, are dedicated specifically to the renovation of heat supply facilities. This work aims to achieve one of the main objectives of the national project ‘Infrastructure for Life’ – to improve the quality of communal services for 20 million Russians by 2030. We fully understand that the housing and utilities sector is one of the most sensitive topics for people, which is why it requires close attention. This work must continue systematically, regardless of any difficulties, because behind it lies the comfort and safety of millions of our citizens,” said Marat Khusnullin.

For example, in Pskov, the reconstruction of boiler house No. 9, which provides almost half of the total volume of thermal energy generated in the regional center, has been completed. The stable operation of this boiler house is crucial for the heating supply of several microdistricts and the central part of the city, with a total population of about 75.7 thousand people. The financing of the reconstruction was supported by the President of Russia, Vladimir Putin. The modernized boiler house is equipped with new hot water gas-oil boilers with a capacity of 100 Gcal/hour and a factory service life of 40 years, steel pipes with anti-corrosion coating, and shut-off and control valves with electric drives for automation. The boiler house supplies 11 healthcare facilities, cultural centers, and administrative buildings, 16 educational institutions, and 25 kindergartens.

“It is important to continue the systematic modernization of key public utility facilities – this reduces the risks of emergency situations caused by a high degree of equipment wear. For this purpose, memorandums have been signed with 83 regions participating in the federal project ‘Modernization of Public Utilities,’ which also provide for an annual reduction in the average time for emergency restoration work on the networks,” noted the Minister of Construction and Housing and Communal Services, Irek Faizullin.

In Grozny, 11.4 km of heating networks were reconstructed, improving heating supply for 9.8 thousand residents. In Irkutsk, a heating main over 2.1 km long was repaired, enhancing service quality for 5.1 thousand people. In the village of Slavnoe in Tver Oblast, a gas block-modular boiler house with a capacity of 4.5 MW was built, providing heat to more than 1.7 thousand residents and social facilities. The block-modular format, involving factory-ready equipment, allowed the facility to be assembled in the shortest possible time. In Tula, a major overhaul of a main heating supply section was carried out, replacing the above-ground installation with an underground channel installation – over 20 thousand residents of the Central District received a higher quality resource.

“Modernization of the communal infrastructure is an important area of work to improve the comfort and quality of life of people, especially ahead of the autumn-winter period. Ensuring an uninterrupted supply of heat to homes, educational institutions, and other social facilities directly depends on the condition of heat supply facilities. By 2025, modernization of 280 facilities across the country has been completed, including 292.3 km of networks, through the attraction of concessional loans from the National Welfare Fund and the federal budget. Among the leading regions in terms of the length of updated heat networks are Nizhny Novgorod Oblast (61.5 km), Chuvash Republic (37.7 km), Sverdlovsk Oblast (27.7 km), Khabarovsk Krai (23.2 km), Altai Krai (19.6 km). Additionally, seven boiler houses have been commissioned in Kaluga Oblast, and five boiler houses in the Republic of Crimea and Moscow Oblast,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
