Support for families with children and demographic policy, agro-industrial complex and construction, regional finances – these and other topics were included in the list of instructions from Prime Minister Mikhail Mishustin following meetings with members of the Chamber Council of the Federation Council.
Thus, the Ministry of Labor, Ministry of Health, and Ministry of Finance have been instructed to submit to the Government proposals by June 1, 2027, for a comprehensive modernization of measures aimed at increasing birth rates and supporting families with children. In preparing these proposals, the President’s directives regarding the expansion of support depending on the number of children and the increase of maternity capital depending on the birth order of the child must be taken into account.
The Ministry of Digital Development and the Ministry of Labor must ensure the implementation of a set of measures aimed at enabling the simultaneous (batch) submission of documents using the unified portal of state and municipal services to obtain federal social support measures provided in connection with the birth of a child. The results must be reported to the Government no later than February 1, 2027.
In addition, the Ministry of Economic Development, the Ministry of Labor, the Ministry of Finance, the Ministry of Digital Development, and the Federal Tax Service must study the possibility of establishing additional economic incentives by December 1, 2026, when employers implement the recommendations of the Russian Tripartite Commission on the regulation of social and labor relations for the development and implementation of the corporate demographic standard, including for state-owned companies.
Particular attention to issues of demographic and family policy at Mikhail Mishustin’s meeting with members of the Federation Council Chamber Council was paid by the Chairwoman of the Federation Council, Valentina Matviyenko. She recalled that demography and support for families with children are the number one topic for the country and a strategic task for senators and the Government.
“The head of state has formulated a clear, substantive program of actions, the foundation of which is family-centricity as the basis for all achievements of our society,” emphasized Valentina Matviyenko.
Another directive from Mikhail Mishustin following the meeting with senators concerns the federal state standards of higher education. It involves organizing work to improve their content by specifying requirements for the conditions of implementing educational programs depending on the specialty and field of study. The Ministry of Science and Higher Education, the Ministry of Education, and Rosobrnadzor will handle this. The deadline for the directive is December 1, 2026.
Some of the instructions also concern the regions and regional budgets.
Thus, the Ministry of Finance must, by October 1, 2026, develop proposals from the Federation Council regarding the application of fixed rates for lending to regions and municipalities in commercial banks, as well as the introduction of a mechanism to control commercial lending to entities and the repayment of such loans.
In addition, by November 1, 2026, the Ministry of Finance, together with the Federation Council, is instructed to work out the need to expand the list of documents and materials submitted to the Federation Council and the State Duma simultaneously with the bill on the execution of the federal budget, including information on the status of regional budgets.
With the participation of the Federal Antimonopoly Service, the Ministry of Finance must consider the proposals of the Federation Council on the advisability of centralizing state and municipal procurement to improve quality and ensure the efficiency of spending regional and local budgets. The results must be reported to the Government by December 1, 2026.
Together with the Ministry of Economic Development, the Ministry of Finance, taking into account the President’s directive, must analyze the effectiveness of forums held with the involvement of federal budget funds and regional budgets. This work must be completed by December 1, 2026, and proposals for optimizing the holding of forums must be submitted to the Government.
Mikhail Mishustin’s meeting with members of the Council Board of the Federation Council took place on June 29. At the meeting, the joint work of the Government and the Federation Council was discussed regarding the implementation of the tasks set by the President.
