Deputy Prime Minister Marat Khusnullin held a meeting of the supervisory board of DOM.RF, where the company’s results for the first half of 2026 were reviewed.

“According to the results of six months, the DOM.RF group has fully met all the established key performance indicators. The company maintains high operational efficiency, successfully tackling ambitious tasks in housing construction and the development of regional infrastructure. Thus, in the first half of the year, with the participation of DOM.RF, about 4.2 million square meters of housing were commissioned in 50 regions of Russia, which is 22% more than a year earlier. I also want to congratulate the DOM.RF team on the company’s 29th anniversary. Over these years, the development institution has become one of the key drivers in the housing sector, makes a significant contribution to the regional economy, and implements projects that improve people’s quality of life—from financial support for families purchasing housing to comprehensive development of territories. Undoubtedly, even more large-scale tasks lie ahead, and for this, it is necessary to maintain the pace of work,” said Marat Khusnullin.

During the meeting, the parties also discussed a number of key areas of activity of the development institute. For example, the project financing portfolio of the bank “DOM.RF” is showing growth, and the coverage of the sample for construction and installation works with funds in escrow accounts remains at the level of 80%.

The situation in the mortgage market was also reviewed: 491 thousand loans were issued in Russia over the half-year period, and the bank “DOM.RF” ranks in the top 3 in terms of mortgage lending volume. Special attention was paid to the development of individual housing construction – mortgage issuance for individual housing construction exceeded the figures for the same period last year in both the number of loans and the volume. Additionally, the results of mortgage loan securitization and the placement of mortgage-backed securities issues were examined, as well as progress in the drawdown of funds under infrastructure bonds.

Issues of rental housing were addressed: occupancy reached 98%. Within the program for the Far Eastern Federal District and the Arctic zone, more than 12 thousand apartments were financed in 13 regions, and 5 thousand apartments were occupied in 9 regions.

“DOM.RF has achieved all the set goals aimed at reaching financial targets and developing the construction industry. As of the first half of the year, the group’s assets grew to 6.8 trillion rubles, net profit increased by 46% year-on-year and reached 57.2 billion rubles with a return on equity of 23.8%. At the end of June, we decided to pay dividends amounting to 44.4 billion rubles; all dividends have already been paid to the main shareholder, the state, and to retail investors, whose number exceeded 129 thousand. We expect that DOM.RF’s net profit for 2026 will grow by more than 30% year-on-year and reach 117 billion rubles with a high return on equity,” noted Vitaly Mutko, CEO of DOM.RF.

Following the discussion, the supervisory board approved the report on the implementation of the activity plan of DOM.RF and its subsidiaries for the first six months of 2026.
