More than 70 new transport infrastructure facilities have been included in the territorial planning scheme of Russia in the field of federal transport and federal highways. The order for this was signed by Prime Minister Mikhail Mishustin.
The scheme includes items involving the construction and reconstruction of infrastructure for railway, air, maritime, and inland waterway transport, as well as roads in various regions of the country.
Among them are measures to develop the railway infrastructure of the Central, Saint Petersburg, Perm, and Murmansk transport hubs and on the approaches to the seaports of the North-West basin, the construction of the Western bypass of the Saratov node of the Privolzhskaya Railway, a new railway line from Anapa airport, the modernization of the infrastructure of the Baikal-Amur and Trans-Siberian railways, as well as the Northern and Sverdlovsk railways to increase freight traffic.
Within the framework of air transport infrastructure development, the construction of the Arkhyz airport complex in the Karachay-Cherkess Republic, the terminal complex at Orenburg International Airport, and the Zyryanka airport in Yakutia is planned. Reconstruction of the infrastructure of Kazan International Airport, Sheremetyevo Airport in the Moscow region, Ekimchan Airport in the Amur region, Khatanga and Dikson airports in the Krasnoyarsk Territory, and Ugolny Airport in Anadyr is also envisaged.
For the development of commercial shipping, it is planned to build and reconstruct terminals in seaports, including grain terminals in Makhachkala and Novorossiysk, container terminals in Vladivostok, Nakhodka, Astrakhan Oblast, and an oil loading terminal in Krasnoyarsk Krai. To ensure the safety of transportation along the Northern Sea Route and the operational transmission of information, facilities of the global maritime communication system will be constructed at the Dikson port in Krasnoyarsk, which will be able to serve up to 200 subscriber stations on vessels.
In addition, the scheme includes over 20 federal highways and their individual sections that are planned to be reconstructed or built in Yakutia, Yugra, Dagestan, Krasnodar and Krasnoyarsk Krais, as well as Arkhangelsk, Bryansk, Kursk, Leningrad, Moscow, Novosibirsk, and Oryol Oblasts.
The amount of funds required to implement such projects will be determined when decisions are made on directing federal budget investments for these purposes within the framework of the formation of the federal budget project for the upcoming fiscal year and planning period.
Territorial planning schemes are necessary to create the legal basis for decisions on land reservation, conversion of land from one category to another, development of documentation for territory planning for the purposes of construction and reconstruction of facilities.
The signed document makes amendments to the Government order dated April 1, 2026, No. 714-r.
