Ten scientists, engineers, and technology entrepreneurs presented proposals for forming scientific and engineering teams for technology projects in the Far East. The meeting was attended by Alexey Chekunkov, the Minister for the Development of the Far East and the Arctic, and Oleg Kozhemyako, the Governor of Primorsky Krai.

The discussion took place at a meeting on personnel support for the technological development of the Far East, held by the Deputy Chairman of the Government – the Plenipotentiary Representative of the President in the Far Eastern Federal District, Yuri Trutnev, who oversees the creation of the innovative scientific and technological center (ISTC) “Russky” in Vladivostok. Yuri Trutnev reported to the President of Russia, Vladimir Putin, in early August about the return of scientists to the country and their readiness to continue working at the ISTC.

The meeting participants discussed the conditions necessary for researchers and engineering teams to choose the Far East for long-term work, as well as the possibility of testing these mechanisms at the INTs “Russky”.

“First of all, I want to thank you for making the long journey and flying to Vladivostok. I want to say that you have not come alone. As of today, 5,500 participants and guests of the Eastern Economic Forum from more than 70 countries have already registered. You will have people to interact with. We consider the development of science and technology a strategic direction for strengthening our country. This is very important. And we do not just talk about it. In accordance with the President’s instructions, we are building an innovative science and technology center on Russky Island, where research and development centers in the fields of biotechnology, pharmaceuticals, biomedicine, artificial intelligence, and big data will be located. We are also currently building two microelectronics plants in Primorye. We are engaged in a number of activities that support our economic development. We will discuss all these topics now. And let’s figure out together what we are ready to offer the state — what you propose to do for our country and how the Government can support you in this,” said Yuri Trutnev.

The meeting was attended by Russian scientists returning to the country after working in leading foreign scientific centers, foreign researchers who chose Russia to continue their scientific careers, as well as representatives of universities and technology companies – residents of the INTs “Russky.” The main topics were conditions for the work of scientific teams, support for specialists relocating to the Far East, and the formation of teams for specific tasks of technology companies – residents of the INTs “Russky.”

One of the presented projects is the establishment of a pharmacogenetics research center in Vladivostok in collaboration with the INTs “Russian” and the Far Eastern Federal University. The project was presented by molecular biologist and pharmacogeneticist, developer of a drug for childhood myopia, Andrey Tkachenko, who has worked for about 30 years in research centers in France, the USA, and China. According to him, the researcher’s decision to relocate is related not only to the funding of scientific work but also to the opportunity to launch a unique laboratory, create a strong scientific school based at the university and assemble a research team around it, as well as to provide conditions for the family’s relocation. These measures are proposed to be combined into a single support package.

To systematically work with such requests, the INTs “Russian” has developed the program “100+ scientific and engineering teams for the Far Eastern Federal District companies.” It is based on an open registry of applied tasks of resident companies. Scientific and engineering teams will be selected on a competitive basis for specific requests. Grant instruments, housing, medical insurance, and relocation expense compensation are provided for the engaged specialists. By 2036, the program aims to attract 120 scientific and engineering teams and 720 scientists and engineers to work on the projects of resident companies. Currently, INTs “Russian” has already formulated 30 scientific and technological tasks for which scientists and engineers are being recruited. After the first phase of the program, the number of such tasks should exceed 40, and it is planned to attract and employ at least 50 specialists.

“Over the past year, the INTs ‘Russky’ has moved from preparing the infrastructure to working with specific technological projects: a pilot site has been launched, 16 residents have deployed their production here, and the construction of scientific and educational clusters has begun. At the same time, it became clear that without systematic work to attract and retain strong scientific and engineering teams, further development of the project is impossible. Companies do not need specialists in general, but scientists and engineers with specific competencies for already formulated tasks. Therefore, we propose to start with a resident’s request, form a team accordingly, and simultaneously provide conditions for its work and relocation to the Far East. The mechanisms that will show results on Russky Island can later be applied in other technological projects of Far East companies,” noted the meeting moderator, Elena Kharisova, General Director of the INTs Development Fund ‘Russky’.

Resident companies are already being accommodated at the pilot site of the RUTC “Russky”. At the same time, the first main infrastructure facilities are being built on the island — the scientific and educational clusters “IT Park” and “Biotechnology.” The work to attract scientific teams is planned to be synchronized with construction: by the time the new facilities are commissioned, it is expected to form teams with projects to be housed in the created infrastructure.
