One of the key tools for the development of Moscow industry is the programs of the Moscow Fund for Industrial Support and Entrepreneurship. To date, it implements four programs: compensation of interest rates on loans for industry, leasing of industrial equipment, development of sports infrastructure, and creation of a charging network for electric vehicles. This was stated on its channel in in the messenger “Max” reported Sergey Sobyanin.
“Since 2022, projects with a total investment volume of 592 billion rubles have been implemented with the support of the fund, with 177 projects receiving support. In the first half of 2026, with the assistance of the fund, Moscow-based enterprises attracted about 55 billion rubles of investment loans for expanding production facilities and purchasing new equipment,” specified the Mayor of Moscow.

The fund is focused on supporting significant capital-intensive high-tech industrial projects for the production of high value-added products.
Among the largest supported projects is the construction within the SEZ “Technopolis Moscow” of the company “Plazma-Next” — a plant for the production of live vaccines. The enterprise “Tuan” is a high-tech food production facility for the “Kofemania” network.
Support was also received by the manufacturer of professional makeup and decorative cosmetics — LLC “FTKosmetik.” The company was able to set up its facilities at a new high-tech site and attract investments to expand its technological and product base aimed at export.
“Moreover, since the beginning of 2026, the fund’s support has enabled Moscow companies to acquire more than 40 units of new equipment in microelectronics and instrument engineering,” noted Sergey Sobyanin.
