The Presidium of the Moscow Government considered a report by the Deputy Mayor of Moscow for Social Development Affairs Anastasia Rakova on the development of the network of public service centers “My Documents.” Following the discussion of the issue, Sergey Sobyanin approved the development plans for the “My Documents” centers for the near future, which include:
— the creation of a flagship “My Documents” office of the North-Eastern Administrative District at VDNH;
— carrying out repairs and improvements to operating district centers “My Documents”;
— further improvement in the quality and reduction of the timeframes for providing state and municipal services, as well as the development of related services;
— instructed to continue work on improving the quality and reducing the timeframes for the provision of state and municipal services.
During the meeting, the Mayor of Moscow congratulated the employees of the “My Documents” centers on the 15th anniversary of the establishment of the public service centers in the capital.
15 years since the opening of the first public services center
The first public service center “My Documents” was opened in 2011 in the Lefortovo district. Today, their number in the capital has reached 139, including eight district flagship offices and the Public Services Palace at VDNKh. About six thousand service windows are open for visitors. The staff team numbers over nine thousand people. “My Documents” have replaced more than 1,200 reception centers of various government bodies.
In 2014, Sergey Sobyanin approved the Moscow standard for public services, which in 2017 was supplemented by the “Sincere Service” project.
In their daily work, employees of the “My Documents” centers do not just resolve issues for the residents of the capital, but try to find an individual approach to each of them. They strive to do a little more than what is prescribed by regulations so that the visitor leaves with their issue resolved and in a good mood. Sincere service is a distinctive feature of Moscow’s public service centers. At its core lies the principle “people come first.”
Staff training for the “My Documents” offices is conducted by the educational center “Academy of Sincere Service.” In addition, it actively promotes its practices: sharing tools for maintaining a high level of service, personnel development methods, and approaches to forming a corporate culture focused on attentive customer care.
Each ‘My Documents’ center offers a unified set of user-friendly services. The offices are adapted for the comfortable stay of people with limited mobility, and special play areas have been created for children. Modern diagnostic complexes have been installed in 82 public service centers, where a rapid health check-up can be performed. This examination is now part of the ‘Moscow Checkup.’
In public service centers, you can take photos for documents, charge electronic devices, print or make copies, pay state fees, and make other payments using terminals in the hall or at the reception window. There is also a book exchange area where anyone can leave their book and take another one they like, read in a comfortable setting, and also check out the current poster of city events.
Since 2011, the number of services provided has increased from 100 to more than 260. Almost all of them can be obtained on an extraterritorial basis.
The most in-demand services since the beginning of 2026 have been:
— providing access to the personal account on the Gosuslugi and mos.ru portals (more than 1.7 million requests);
— issuance of social cards (more than 760 thousand);
– state cadastral registration and/or registration of rights to real estate (more than 520 thousand);
— registration of Russian citizens (more than 480 thousand).
“My Documents” continue to expand the list of provided services, gradually covering new aspects of citizens’ everyday life. Thus, from October 13, 2025, a range of guardianship and custody services can be processed in the public service centers of the Matushkino and Severnoe Medvedkovo districts. This includes issuing preliminary permits for transactions with property and management of incomes of a minor, an adult incapacitated person, or a partially incapacitated citizen, including incomes derived from managing their property. Previously, these services were available at flagship offices and the additional office of the Kommunarka district public service center.
Starting from February 2026, participants of the special military operation and their family members will be able to receive comprehensive services according to their life situation — information about 158 services and social support measures, as well as submit applications for some of them. Reception for this category of citizens is organized at a separate window. They also have access to consultations via video conference.
In addition, since February 2026, about 2,400 window employees and administrators of public service centers have undergone training at the “Academy of Sincere Service” on algorithms for working with participants of the special military operation and their family members to provide targeted support and promptly resolve issues arising for this category of applicants.
Flagship offices and the Public Services Palace at VDNH
Today, eight district flagship offices operate in Moscow — in the Central Administrative Okrug (shopping and entertainment center (SEC) “Afimall City” in Moscow-City), South-Western Administrative Okrug (SEC “Spektr” on Novoyasenevsky Avenue), Southern Administrative Okrug (SEC “Columbus” on Kirovogradskaya Street), Eastern Administrative Okrug (SEC “Shchelkovsky” on Shchelkovskoye Highway), South-Eastern Administrative Okrug (SEC “Gorod” on Ryazansky Avenue), Northern Administrative Okrug (shopping center “Metropolis” on Leningradskoye Highway), and North-Western Administrative Okrug (SEC “Kaleidoscope” on Skhodnenskaya Street), Western Administrative Okrug (SEC “Kuntsevo Plaza” on Yartsevskaya Street), as well as the Palace of Public Services.
In July 2026, Sergey Sobyanin made the decision to create the ninth flagship office, which will be opened in the North-Eastern Administrative Okrug at VDNH (Mira Avenue, building 119, structure 46). It will also become a public services center for the residents of the Ostankinsky district.
In addition to the standard list of government services, visitors to flagship offices can receive additional and unique services, including:
— vehicle registration;
— issuance of a driver’s license on the day of application;
— issuance of foreign passports for children under 14 within one day;
— services of the state budgetary institution “Small Business of Moscow”;
— legalization of Russian and foreign official documents drawn up by officials of diplomatic missions or consular offices of foreign states in the Russian Federation;
— inclusion in the Unified State Register of Civil Registry Office information about documents issued by competent authorities of foreign states;
— certification of the authenticity of the notary’s signature and the imprint of their seal when legalizing documents submitted by individuals and legal entities to competent authorities of foreign states;
— the placement of an apostille on Russian official documents intended to be exported outside the territory of the Russian Federation;
— certain services of the Social Fund of Russia;
— the presentation of passports to citizens who have reached the age of 14, in a ceremonial setting.
In addition, in flagship offices, you can visit the travel agency “My Travels” (except in SAO and YuZAO) and the photo studio “My Photo,” as well as receive necessary services at “My Notary” (in ZAO, YuVAO, and YuZAO) and use the “My Cafe” service (in YuVAO and YuAO).
Exhibitions dedicated to prominent cultural figures of our country are held here. In 2022, the exposition’s hero was Korney Chukovsky; in 2023 — Vladimir Mayakovsky; in 2024 — Arkady Gaidar; in 2025 — Konstantin Simonov and Alexander Tvardovsky; in 2026 — Dmitri Shostakovich.
At the State Services Palace at VDNH, visitors can explore the museum and exhibition complex dedicated to the history of the civil service. Guests can take photos in a historical civil servant costume, work with a typewriter and adding machines. Additionally, visitors are offered the chance to create personalized souvenir documents: an old-fashioned commendation for honest imperial service, a diploma from the Imperial Lyceum, an honorary certificate, a craftsman’s certificate, and much more.
Issuance of birth certificates in maternity hospitals
Since 2018, for the convenience of Muscovites, a birth certificate can be issued at the maternity hospital even before discharge. For this purpose, special offices of public service centers have been opened in 18 maternity hospitals in Moscow.
Digital literacy courses
At 111 Moscow Longevity Centers, specialists from the “My Documents” centers conduct digital literacy courses every Thursday for Muscovites over the age of 55. The goal is to help them acquire computer skills so they can independently request and receive government services electronically through the mos.ru portal.
In addition, in the Moscow Longevity centers, as well as in the “My Documents” offices, electronic service zones are equipped where online services can be obtained. On the first and third Wednesday of the month, the heads of public service centers hold lectures on popular government services and answer residents’ questions. In 66 Moscow Longevity centers, every Tuesday, employees of the “My Documents” offices consult elderly Muscovites on housing and communal issues, help to understand invoices, check charges, and, if necessary, adjust data.
For residents under 55 years old, digital literacy courses are held in nine “My Documents” offices in various districts of the capital. More than 15 thousand people have completed the training.
“Moscow — with care for history”
The project “Moscow — with care for history” began operating in April 2019. Its goal is to preserve the memory of the heroes of the Great Patriotic War. Anyone can hand over family relics through public service centers to Main Archival Administration of Moscow for permanent storage. Currently, more than 21 thousand documents and items from the wartime period have been collected within the framework of the project.
The collected stories and materials formed the basis of an exhibition, which is hosted in 30 government service centers and online on the website Chief Archive of Moscow.
By May 9, 2020, the virtual museum of the Main Archive and government service centers “Moscow — caring for history” opened. On the website vov.mos.ru Digitized copies of letters, photographs, photos of medals and orders, household and wardrobe items are posted. In addition, the museum offers documentary videos, interactive maps, periodicals with news, and much more.
From May 17, 2021, the second phase of the project — “Moscow Photo Chronicle” — began. As part of it, city residents can submit through public service centers to the Main Archive for permanent storage photographic films from family archives, depicting the history of the capital and the lives of Muscovites from the 20th century to the 2000s.
On September 2, 2021, the “Faces of Victory” project was launched in public service centers, implemented jointly with the Victory Museum. Anyone, regardless of their country of residence, has the opportunity to immortalize the feats of their relatives and contribute to the preservation of the memory of the heroic generation. A multimedia exhibition has been created at the Victory Museum where visitors can find a portrait of their ancestor.
In 2025, a series of exhibitions in public service centers was dedicated to the 80th anniversary of victory in the Great Patriotic War. The exhibition designs used a unique collection of propaganda posters, which earlier this year were added to the collection of the Moscow Main Archive.
“My Documents” — caring for health
Modern diagnostic complexes are placed in 82 public service centers. They help to conduct a quick free examination of the body, receive personalized recommendations on nutrition and physical activity, and if necessary, make an appointment with a doctor. With their help, Muscovites have checked their health more than 850 thousand times.
In eight flagship offices, diagnostic robots work: they measure body temperature, blood sugar and oxygen levels, blood pressure and pulse, as well as lung capacity.
Since June 2025, 13 government service centers have been equipped with new diagnostic stands of Russian manufacture, operating on domestic software. The stands are compact and resistant to intensive use, and they also provide high measurement accuracy.
In the summer of 2026, undergoing bioimpedance analysis at government service centers became part of the “Moscow Checkup” program.
“Sports Weekend”
In August 2020, a project of public service centers and Department of Sports of the City of Moscow “Sports Weekend.” Within its framework, free classes and training sessions are held at unique venues in the capital for all interested individuals over 18 years old. Under the guidance of qualified trainers, city residents can learn the basics of yoga, participate in functional and dance workouts, as well as engage in popular sports. The “Sports Weekend” project also takes place online on the social networks VKontakte, Max, and on the Rutube platform.
In the summer season of 2026, more than 83 thousand people participated in offline training sessions, and the number of venues amounted to 57.
In addition to offline workouts, new online morning exercises and meditations featuring media guests are available on weekdays at 07:00, as well as workouts in fitrok, combat, and dance warm-ups. You can join them on the social networks VKontakte, Max, and Rutube. Recordings of meditation sessions and various sports activities are also available there. All broadcasts are saved and accessible at any convenient time. Over two million views have been accumulated during the project’s implementation.
