The Volga Federal District is one of the most densely populated macro-regions of the country, uniting the largest industrial, cultural, and scientific centers, enterprises of machine and shipbuilding, aviation and rocket-space industries, agro-industrial and petrochemical complexes. Within the framework of the federal project “Modernization of communal infrastructure” of the national project “Infrastructure for Life,” systematic work continues here on the renewal, reconstruction, and modernization of communal infrastructure facilities. This was reported by Deputy Prime Minister Marat Khusnullin.
“The state of the utilities sector directly affects the everyday comfort and safety of people. However, the high wear and tear of networks in many regions remains a serious challenge. In this regard, special attention should be paid to this area, and the resilience of the entire engineering infrastructure should be steadily strengthened. The Volga Federal District demonstrates a stable approach to the renovation and construction of housing and communal services facilities. During the implementation of the federal project ‘Modernization of Communal Infrastructure,’ 286 water supply, heating supply, and wastewater treatment facilities have been built and reconstructed in the district. As a result, living conditions have improved for about 3.3 million people — almost half of the total number of citizens covered by this work across the country. The national project ‘Infrastructure for Life’ provides for improving the quality of communal services for 20 million citizens by 2030, and this work continues,” said Marat Khusnullin.
Among the significant projects is the reconstruction of the water treatment system in the village of Plekhanovo in the Perm region. More than 10 km of new networks have been laid, a third-lift pumping station and two clean water reservoirs have been installed, and 43 wells have been assembled. Flexible polyethylene pipes were used, laid at a depth of 2.5 meters along the Plekhanovo tract – this protects them from freezing and damage. The work was combined with landscaping: a sanitary zone fence and cable routes for lighting and equipment power supply were installed. As a result, the quality of water supply improved for 3,200 residents of the village and part of the city of Kungur.
In Saransk, a 6.7 km long supply water pipeline has been repaired, supplying cold water to over 90 thousand residents. Low-density polyethylene pressure pipes were used: they are corrosion-resistant, do not form deposits, and guarantee no secondary water contamination. The installation was carried out using horizontal directional drilling – the pipes passed under roads and utilities without ground excavation, which shortened the timeframe and preserved urban landscaping.
“Within the framework of modernization, not only is there targeted updating of utilities facilities, infrastructure, and engineering networks, but also a foundation is being created for sustainable spatial and socio-economic development of the regions. It is important to continue accelerating this work. Since the start of the implementation of the national project ‘Infrastructure for Life,’ more than 1,700 water supply, heating, and drainage facilities have already been put into operation, and the quality of services has improved for more than 8 million citizens. Comprehensive plans have been developed and updated, including more than 50,000 activities to renew over 18,000 housing and communal services facilities and about 140,000 km of engineering networks,” noted Minister of Construction and Housing and Communal Services Irek Faizullin.
The Territorial Development Fund is the operator of a number of programs for modernizing communal infrastructure. FDF specialists regularly monitor the progress of communal infrastructure modernization. This is done using both on-site inspections and data from the Fund’s automated information system. The system accumulates information on over 494,000 communal facilities in the Volga Federal District. Based on this data, the fund’s specialists compare regional practices, identify best approaches, and develop recommendations to improve the efficiency of infrastructure renewal work.
“The uninterrupted operation of communal infrastructure facilities directly affects people’s quality of life, their comfort, and safety. That is why the modernization of housing and communal services remains one of the priority tasks across the country. Such work is carried out, among other things, thanks to the provision of preferential loans from the National Wealth Fund and financial support from the federal budget. Since 2022, in the Volga Federal District, 1,012 facilities have been updated using these mechanisms, including 1.66 thousand km of communal networks,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
Thus, since the beginning of the year, a pumping station for Water Supply Unit No. 9 with a capacity of 69.6 thousand cubic meters per day has been reconstructed in Udmurtia. In the Zhigulevsk urban district of the Samara region, a modular boiler house No. 13A with a capacity of 71 MW was built. In Nizhny Novgorod, the thermal capacity of the Nagornaya heating plant’s production building was upgraded: two new boilers with a capacity of 279 MW were installed at the boiler house, affecting the total capacity of the facility – after reconstruction, it amounted to 814.1 MW. Additionally, in the current year, 1.83 km of heating supply networks were reconstructed in the Perm region.
The events of the national project “Infrastructure for Life” are synchronized with the people’s program of the “United Russia” party, which maintains constant oversight of the work on updating and constructing urban facilities and key public utility infrastructure objects.
