A comprehensive engineering support scheme (CES) for the “Exhibition Center” area has been developed and approved in the capital. This was reported by the Deputy Mayor of Moscow for Urban Policy and Construction. Vladimir Efimov.
“The prepared document covers an area of 164.4 hectares in the Presnensky district and defines the development of its engineering infrastructure. The ‘Exhibition Center’ area is one of the most complex urban development projects in Moscow. Here, on a relatively small plot, it is necessary to develop a business district with high building density, while simultaneously integrating new engineering networks with the existing infrastructure and ensuring the uninterrupted operation of existing facilities. The comprehensive engineering support scheme allows all technical solutions to be calculated in advance, avoids network overloads, and synchronizes construction, including such a landmark project as the national center ‘Russia,’ with the modernization of utility infrastructure,” said Vladimir Efimov.
Construction of the national center “Russia” began in March on the Krasnopresnenskaya embankment. The start of the work was marked by the President of the Russian Federation Vladimir Putin and Sergey Sobyanin. The area of the facility will exceed 200 thousand square meters, and it will be able to accommodate up to 20 thousand visitors simultaneously. The center will house exhibition spaces, a concert hall, media and press centers, as well as venues for business interactions.
Comprehensive engineering infrastructure schemes are developed to create a unified approach to the development of urban infrastructure. They allow for early-stage planning of technological connection of facilities, modernization of engineering networks, and necessary expenditures. This improves the quality of design decisions and reduces preparation time for construction. Additionally, these schemes help to predefine the parameters for connecting facilities to engineering networks and ensure coordinated work among all project participants.
“KSIO for the ‘Exhibition Center’ area involves the construction and development of necessary engineering communications: more than 20 kilometers of electrical networks, new water and heat supply networks, sewage, stormwater drainage, and telephone sewer networks. This creates a solid foundation for the comprehensive development and implementation of modern urban planning projects,” noted the Minister of the Moscow Government, head of the city’s Department of Urban Development Policy.
From 2025 Moscow Department of Urban Planning Policy is engaged in the development and approval of KSIO, including for facilities of regional significance from the Targeted Investment Program and for the implementation of the renovation program.
