A working meeting of representatives from Peter the Great St. Petersburg Polytechnic University, the Committee for State Control, Use and Protection of Historical and Cultural Monuments (KGIOP), as well as the Union of Restorers of St. Petersburg took place in the Restorer’s House (the House of the Department of Estates). The main topic of discussion was summing up the results of the cooperation between SPbPU and KGIOP, implemented with the active participation of the Engineering and Construction Institute.
The event was attended by Alexey Mikhailov, Chairman of the Committee on State Control, Use, and Protection of Historical and Cultural Monuments; Alexandra Komissarova, Deputy Director of the Union of Restorers of Saint Petersburg; Stanislav Vladimirov, Vice-Rector for Organizational and Economic Affairs at SPbPU; Elena Ermakova, Director of the Department of Repair and Technical Supervision at SPbPU; as well as Galina Bardina, Senior Lecturer at the Higher School of Industrial, Civil, and Road Construction, ISI SPbPU.
The participants of the meeting summed up the results of the cooperation between SPbPU and KGIOP, which began at the end of 2024 with the signing of a cooperation agreement in the presence of the Vice-Governor of Saint Petersburg, Evgeny Razumishkin. During this period, the parties have implemented a number of significant joint initiatives in the educational, scientific, and practical fields.
As part of the cooperation in educational activities during the past period, significant events were implemented. For students of the specialist program “Construction of Unique Buildings and Structures” specializing in “Construction of High-Rise and Large-Span Buildings and Structures,” an additional professional retraining program “Reconstruction and Restoration of Buildings” was implemented, integrated into the main educational program. As a result, sixth-year students received an additional qualification as a “Restoration Architect.” An important component of the educational process was open lectures dedicated to the specifics of working with cultural heritage sites, given by leading specialists of KGIOP.
Another important event was the defense of complex final qualification works in the format “Project as a Final Qualification Work (FQW)”. Interdisciplinary student teams presented projects devoted to the restoration and adaptation for modern use of two especially significant cultural heritage sites in Saint Petersburg. Students of ISI also became winners and prize-winners in all categories of the “Preservation with Adaptation 2024–2025” competition.
The competition, aimed at identifying the best project proposals for adapting cultural heritage sites for modern use in locations throughout Saint Petersburg, with subsequent publication of information on the Saint Petersburg Investment Map and in the “ruble per meter” program, was conducted with the support of KGIOP, the Union of Restorers of Saint Petersburg, the All-Russian Society for the Protection of Monuments of History and Culture of Saint Petersburg, the Saint Petersburg State Budgetary Institution “City Management of Inventory and Valuation of Real and Movable Property,” and the Saint Petersburg State Budgetary Institution “Investment Management.”
Special attention was paid to the development of additional professional education. Within the framework of cooperation, the professional retraining program “Reconstruction and Restoration of Buildings” is being successfully implemented. It combines the academic rigor of the engineering school with the practical expertise of active restorers. The program emphasizes operation that minimizes invasive intervention, which helps create conditions for the preservation of cultural heritage sites.
An important component of the interaction was international activity. In 2025, the ISI successfully implemented the International Student Workshop on digital modeling of buildings — cultural heritage sites, organized jointly with the José Antonio Echeverría Technological University of Havana (CUJAE, Republic of Cuba) with the support of the National Council for Cultural Heritage of the Republic of Cuba and KGIOP.
At the meeting, the parties agreed on a plan for further cooperation for the 2026–2027 academic year. The key areas of collaboration will include the formation of graduation thesis topics, including comprehensive projects dedicated to the restoration and adaptation of cultural heritage sites, as well as the organization of a lecture series on the state protection of cultural heritage objects for employees and students of the Engineering and Construction Institute. As part of the implementation of the roadmap, active participation of representatives from KGIOP and the Union of Restorers of Saint Petersburg is also planned at the All-Russian Scientific Conference “Science Week of the Engineering and Construction Institute.” Comprehensive support for the participation of students and faculty in the “Preservation with Adaptation” competition, as well as regular information exchange about grant opportunities and government support programs to further expand international academic contacts.
