M. Mishustin: Good afternoon, dear Oleg Aleksandrovich!

Rosreestr has important tasks in the field of land use and real estate.

The President has repeatedly spoken about the need to bring such facilities into circulation so that they serve people and generate profit for businesses.

Your service does a lot to protect the interests of citizens when registering ownership rights to a dacha, garage, land plot, and other assets.

I would especially like to highlight the reduction in registration times. All of this has become possible, among other things, thanks to changes in legislation. I would ask you to tell us more about the work done.

O. Skufinsky: Dear Mikhail Vladimirovich!

Indeed, a very large amount of legislative work has been carried out. Through Rosreestr, 102 federal laws have been adopted. And probably one of the most popular and significant, passed with your personal support, is the law on garage amnesty. I want to report that 800 thousand of our citizens have already taken advantage of it.

And now a draft law has been prepared to extend the garage amnesty for five years – until September 1, 2031, because, according to our forecast estimates, more than half a million of our citizens can still take advantage of this mechanism.

The second most important law is the dacha amnesty. 16.5 million of our citizens have already taken advantage of this mechanism. Last year, the procedure for registering outbuildings was significantly simplified, which is also very important.

I emphasize that more and more of our citizens, when applying for the dacha amnesty, use the public services portal. If in 2020 this figure was 15%, today 51% of our citizens turn to the public services portal. This both reduces the cost of the procedure and shortens the time frames.

Regarding the timing. The duration of accounting and registration actions has been reduced threefold: it was five days in 2020, and today it is one and a half days. Moreover, this one and a half days is enough to conduct a thorough legal examination and thus eliminate any risks associated with market circulation.

A very important package of laws concerns gardening non-commercial partnerships (SNT), which affects 60 million of our citizens. With your support, a government commission was established in 2022. Thanks to the feedback on the issues considered by the commission, this package of laws was adopted. It includes the possibility of transferring SNT land into the composition of inhabited locality lands, the possibility of raising chickens and rabbits on SNT lands, as well as possibilities for electronic voting, registration of sports infrastructure facilities on lands of common use, and the sale of grown agricultural products. Currently, a very important initiative is the registration of lands of common use, because, according to our data, 90% of such lands are not registered, which hinders social gasification. The draft law has been prepared, we are working on it, and I hope it will be adopted this year. From the point of view of social gasification, we are thoroughly working through all issues with the Union of Gardeners of Russia in every corner of our country.

M. Mishustin: Oleg Alexandrovich, it is necessary that all changes be not only promptly entered into the databases but also be available across various services. They are in demand both among ordinary users and professional market participants.

Another task facing the agency you head is the involvement of real estate objects into circulation. This is in the interests of several sectors, including agriculture and housing construction. Here, it is necessary to identify the rights holders, clarify land boundaries, and improve the efficiency of oversight in Russian regions, including land control.

What results have already been achieved?

O. Skufinsky: Mikhail Vladimirovich, we have been systematically engaged in this work since 2020. With each regional head, a detailed “roadmap” has been signed, which is constantly updated based on existing issues.

First. As of today, there are 616 thousand boundaries in the USRN. And most importantly, we have practically entered the boundaries of settlements and territorial zones. This is the foundation for territorial planning and development.

Secondly. We have clarified the boundaries of 14.5 million land plots because there were no boundaries, and for 9 million of them this was done as part of comprehensive cadastral works, free of charge for the people. This amounts to almost 80 billion rubles – funds that we have saved for our citizens. We have also updated information on the rights holders for 25 million objects. This also eliminates risks for people in terms of land use.

And one more important question. On your instructions, since 2020 we have formed a land bank for housing construction totaling 237 thousand hectares as of today. Of these, 173 thousand are specifically for individual housing construction purposes. The key issue we are focusing on is that, by the directive of the President and the Government, by 2030 this volume will be guaranteed to exceed 500 thousand hectares. This is precisely a twofold reserve for implementing national projects.

We carry out this work systematically and as a team. The results are displayed on the NSPD digital platform, which we are implementing ahead of schedule, and all tasks in this matter are systematically completed.

M. Mishustin: Undoubtedly, this work must continue, as it is the foundation for effective and territorial planning and urban development.

And special attention, of course, needs to be given here to our new regions.

Your service conducts the evaluation and registration of properties in the Donetsk and Luhansk People’s Republics, in the Zaporizhzhia and Kherson regions. This work is, of course, extremely important for the citizens.

How is the formation of the complete register going there? And when do you plan to complete this process?

O. Skufinsky: Since January 1, 2023, we have started this work by deploying our territorial bodies – 2,500 of our people are working there. As of today, about 7 million objects have been entered into the register. I emphasize that, according to forecasts when we started this work, the figure was about 5.6 million objects. So we have already exceeded the forecasted figures and will definitely complete this work this year. Thus, a real estate register has been formed in the territory of the reunited regions, which is the foundation both for economic turnover and for the protection of citizens’ rights. Therefore, everything is clear here, we are moving according to the established schedule.

I emphasize that the registration periods in the reunited regions – our periods are twice as short as the standard ones – today amount to 9 days. Electronic services are also gradually being introduced.

We constantly maintain feedback from our population. If any question or request arises, we promptly consider it in the prescribed manner and make a decision.

M. Mishustin: Citizens from these regions often face additional troubles when processing documents and rights. Many of them have changed their place of residence, losing the necessary corresponding documents. It is necessary for people to be able to resolve such issues quickly, that is, to provide them with services and all procedures extraterritorially.

I would like to say a few words about the support measures for participants of the special military operation. They were supplemented by another initiative.

While the guys are participating in combat, their rights to the land they have leased must undoubtedly be protected. And even if this term has already expired, it is extended. The relevant changes to the legislation have been made.

How does Rosreestr organize this work?

O. Skufinsky: On May 25, the corresponding law, number 159, was adopted. Naturally, as soon as this initiative arose, Rosreestr supported it. For the period of participation in the special military operation, our soldiers’ land rights will be extended. This includes both lease and gratuitous use of land by virtue of the direct effect of the law. We have given the relevant instructions to our territorial bodies in all regions of the country. They are keeping the issue under control jointly with the regional management teams, and all issues of participants in the special military operation will be resolved.

I will also report that special support measures have been adopted for participants and their family members; they are exempt from state fees for registration and record-keeping actions. A significant discount of over 50% is applied to cadastral work.

Regarding extraterritorial reception, I want to separately note: a year ago, you instructed to ensure extraterritorial document reception in every region of our country. And this task has been completed. Today, already 1.6 million citizens have used this service; it is very popular. We keep this issue under constant supervision.
