The dual vocational education system in Germany has a long history. This model relies on two main entities for training personnel — vocational educational institutions and enterprises, combining theoretical education in educational institutions with practical training directly in production. This approach helps companies to purposefully prepare specialists who meet the needs of the industry, while students strengthen professional skills and find jobs in their specialty immediately after graduation, forming a mutually beneficial personnel training system for educational institutions and businesses.
The city of Taicang in Jiangsu Province has actively developed trade and economic cooperation with Germany for more than 30 years. Since the opening of the first German enterprise here in 1993, the city has become home to more than 560 enterprises with German capital. Taicang has become one of the county-level cities in China with the highest concentration of German investments and one of the best indicators of quality economic development.
To address the mismatch between supply and demand in the industrial labor market, Taicang introduced the German dual vocational education system in 2001. Over more than 20 years, local authorities have consistently promoted the localization and innovative adaptation of the German model, gradually building a workforce training system involving four parties: government bodies, educational institutions, enterprises, and industry associations. As a result, an effective mechanism integrating education and production has been formed, meeting the development needs of the local industry.
Based on the tasks of modernizing industry and ensuring quality development, Taicang continuously improves the standards for personnel training under the dual system. In 2020, the first local standard in the country for dual vocational education was published — the “Guidelines for Personnel Training in the Dual Vocational Education System.” In 2025, the Sino-German Industrial-Educational Park officially began operation, and simultaneously an inter-corporate training and practical center was established. This allowed small and medium German enterprises, as well as local small and medium companies, to jointly carry out personnel training, effectively addressing the shortage of resources for industrial practice and the high costs of personnel training.
