Professor of the State University of Management Presented a Comprehensive View on Managing Migration Processes at an International Conference

Challenges of labor migration and ways to solve them were presented in a report at the International Scientific and Practical Conference by Professor Vladimir Volokh of the State University of Management.

Leading scientists and practitioners from Russia, Belarus, Tajikistan, and Kazakhstan, who specialize in migration policy and migration flow management, gathered to discuss “Legal and organizational issues of ensuring migration processes.” The meeting was traditionally held at the All-Russian Institute for Advanced Training of Officers of the Ministry of Internal Affairs of Russia (VIPK MVD Russia).

The plenary session was opened by representatives of the institute: the chief, Police Major General Andrey Skivterist, and his deputy, Police Colonel Mikhail Kostennikov. In their speeches, they noted the importance of the meeting for improving organizational matters related to the management of migration processes.

The first report was presented by Professor Vladimir Volokh, head of the Department of Public Administration and Political Technologies at the State University of Management, member of the Council under the President of the Russian Federation for Interethnic Relations, and member of the Public Council under the Ministry of Internal Affairs of Russia.

In the study titled “Effective Management of Migration Processes: A Comprehensive Analysis of Issues and Solutions,” the expert examined the issue in the context of demographic decline, migration security, and the widespread implementation of electronic services.

The professor proposed considering the reform of the mechanism for attracting foreign labor and paid attention to creating an effective system for the targeted organized recruitment of foreigners to work in the territory of the Russian Federation.

In addition, Vladimir Volokh gave VIPK of the Ministry of Internal Affairs of Russia his new textbook “Labor Migration: New Challenges and Modern Solutions,” co-authored by him.

During the event, participants discussed a wide range of issues, from national security, challenges in managing migration processes, and optimizing state migration policy, to the implementation of new legislation regulating population migration matters and preventing uncontrolled migration processes.

As a result of the meeting, a resolution summarizing the conference was adopted unanimously, reflecting the developed proposals for improving the regulatory legal framework and enhancing efficiency in the field of migration.
