China’s Marine Economy Development Index Increased by 2.2% in 2025

Beijing, June 10 /Xinhua/ — In 2025, China will achieve new progress in the high-quality development of the marine economy: the development index of the “blue economy” will increase by 2.2 percent compared to the previous year to 128.8, according to the report “China Marine Economy Development Index-2026,” published on Wednesday by the Ministry of Natural Resources of the PRC.

When compiling this index, the State Oceanic Data and Information Center of China uses 2015 as the base year and 100 as the base value. The index allows for a comprehensive assessment of the national marine economy according to indicators such as scale and development efficiency, structural optimization and modernization, conservation and use of resources, foreign economic activity and trade, as well as social well-being.

According to the report, in 2025, China’s Gross Marine Product (GMP) will reach 11 trillion yuan (approximately 1.6 trillion USD), which is 5.5% more year-on-year. The subindex of scale and efficiency of development increased by 1.7% to 128.1, while the number of marine economic activity entities in key industries subject to monitoring increased by 6.2%, indicating the growing vitality of the market.

The structure of the maritime industry continues to improve, as evidenced by the fact that in 2025 the added value of products from emerging sectors grew by 7.3% year-on-year, and innovative activities delivered new results and breakthroughs in areas such as direct electrolysis of natural seawater for the combined production of hydrogen and magnesium extract, marine wind energy, and marine artificial intelligence.

In addition, the indicators for the development and use of marine resources have improved. Over the year, new permits were issued for the use of marine areas and islands covering a total area of 372 thousand hectares, with total investment exceeding 921.8 billion yuan. The volumes of offshore crude oil and natural gas production increased by 3.4% and 17% respectively, and the growth of electricity generation at offshore wind power plants was 3.3%.

Despite external pressure, foreign trade related to maritime transportation showed steady growth. In 2025, the total volume of imports and exports of goods transported by sea increased by 1.7%, accounting for 61.5% of China’s total foreign trade turnover, and foreign cargo turnover in Chinese coastal ports grew by 4.7%.

The report also notes an improvement in the state of the marine ecological environment and people’s lives. Thus, the share of coastal waters with good water quality reached 84.9%, an increase of 1.2 percentage points compared to the level of the previous year. Marine tourism, including island tours, cruises, and water sports, has begun to actively gain popularity. -0-
