On June 9, 2026, the placement of the debut issuance of VEB.RF bonds, based on the principle of partnership financing, took place on the Moscow Exchange. The issuance volume amounted to 3.5 billion rubles, with a maturity period of two years. The security code is RU000A10FAP5.

At the official ceremony of the start of trading in securities, the Chairman of the State Duma Committee on the Financial Market of the Russian Federation Anatoly Aksakov, the Chairman of the Moscow Exchange Board Viktor Zhidkov, and the Deputy Chairman of the VEB RF Konstantin Vyshkovsky participated.

The Moscow Exchange has included VEB.RF bonds in the first-tier listing. The nominal value of the security is 1000 rubles. The bonds are available for purchase by unqualified investors.

Funds from the placement of securities are planned to be directed towards the construction of industrial park production facilities “Northern Gates” in Tatarstan.

The key feature of partnership financing bonds is that they assume a targeted use of the raised capital. The issuers of such securities can attract long-term resources for large projects, diversifying the investor base by including those who do not have the opportunity to work with classic bonds.

Viktor Zhidkov, Chairman of the Board of the Moscow Exchange:

“The global market volume of partner financing amounts to trillions of dollars. For the Russian market, this is still a new direction, in which we see sustainable growth potential. The Moscow Exchange is always ready for the appearance of new instruments and strives for clear and transparent functioning of the investment environment for issuers, placement organizers, investors – all market participants who consider it important to have clear rules. We congratulate VEB.RF on the successful debut of partner bonds and are confident that they can become a guideline for similar securities of other issuers.”

Konstantin Vyshkovsky, Deputy Chairman of the WEB.RF:

“VEB.RF considers the recent placement not just as a debut issue of bonds in a new format, but as an important stage in the development of mechanisms for structuring and financing investment projects. As a development institute, we are interested in expanding the range of debt instruments, allowing us to attract new categories of investors who are ready, together with us, to participate in the implementation of projects in Russia, sharing both risks and economic outcomes.”

The results of the debut issuance placement of partnership bonds confirmed the demand for partnership financing instruments from both private investors, whose share exceeded 40% of the issuance volume, and institutional investors. Moreover, even now, within the framework of the pilot issuance, we have managed to see real interest in the new instrument from foreign investors from friendly jurisdictions.
