Beijing, May 27 /Xinhua/ — China will direct local authorities across the country to optimize policies in the field of public rental housing, which will help ensure access to urban housing for a wider range of residents. The Ministry of Housing and Urban-Rural Development of the PRC announced this on Tuesday.
In particular, local housing authorities are adopting criteria that allow families from the permanent resident category, but without local registration, to apply for public rental housing, said Ministry representative Xuy Lyan at a press conference.
Together with those meeting the established family criteria, they are immediately included in the list of those waiting for the provision of public rental housing. Moreover, specialized organizations will be involved in managing housing of this category, and public infrastructure will also be improved, which will allow residents to better integrate into urban life, added Xue Lian.
Ensuring housing security is a key part of the principles recently published by the State Council of the PRC, the goal of which is to guarantee residents without local residence registration at their place of residence the same access to basic public services as those who have residence registration at their place of residence, known as “hukou.”
These guiding principles also set out measures to strengthen support in the area of education for children from migrant families, lifting restrictions related to registration, participation in the social security system for workers, as well as expanding access to basic healthcare and employment services.
As for employment issues, the relevant local agencies will open walk-in employment service points and ensure that every worker has the right to receive the same employment services as local residents at their place of permanent residence, noted Zhang Lishin, a senior official of the Ministry of Labor Resources and Social Security of the PRC.
In addition, efforts will be made to stimulate regions across the country to organize targeted job fairs broken down by industries, positions, and target groups, added Zhang Lixin. -0-
