Developers are showing high activity early on: as of April 1, housing construction projects with a total area of 10.8 million sq. m have been launched, which is 39% more than the previous year. This was reported by Deputy Chairman of the Government Marat Khusnullin.
The central element of the national project “Infrastructure for Life” is housing construction. Where a person gets the opportunity to live comfortably, workplaces, infrastructure, and services appear. We conduct continuous monitoring of the current state of housing construction in the region. Despite external difficulties, developers maintain high activity. Since the beginning of the year, nearly 11 million square meters of new building projects have been launched—this is 38% more than the same period last year. The total portfolio of housing under construction today is more than 118 million square meters, which also exceeds last year’s figure.”At the same time, it is important for regional teams to control compliance with deadlines by developers for the transfer of apartments to equity holders,” said Marat Khusnullin.
The Deputy Prime Minister added that work is also ongoing to involve land in circulation. Currently, the urban planning potential is 477 million sq. m.
“In housing construction, in a certain sense, a high base effect has occurred, and at the moment, the segment of multi-apartment housing is developing more steadily, which is associated with the formation of a balance in the market. Our unconditional priority: completion of the current portfolio and compliance with the deadlines for handing over keys to citizens. We do not change the rules of the game for developers, and we maintain control over the situation in each individual subject to prevent market imbalances and financial stability risks in the sector,” said Deputy Minister of Construction and Housing and Utilities Nikita Stasishin.
As of March 1, 2026, 542 permits have been issued for the construction of 5.6 million square meters of housing, which is 30% more than in the same period of last year by area.
