Almaty, July 5 /Xinhua/ — The PRC Law on Promoting National Unity and Progress should be viewed in the context of the country’s modernization, sustainable development, and nation-building, rather than through the narrow lens of politicized assessments. This opinion was expressed by Serik Korzhumbaev, editor-in-chief of the newspaper “Business Kazakhstan,” in his authored article.
The author noted that even before the Law on Promoting National Cohesion and Progress came into force, some Western media were quick to call it a tool for increasing state control, while others spoke of the possible extraterritorial application of certain provisions.
“However, if one refers to the very text of the law, the materials presented during its adoption at the annual ‘two sessions,’ official explanations from the Chinese side, and the practical context of the country’s development, it becomes clear that the document is significantly broader than the politicized assessments it is often given outside China,” writes S. Korzhumbaev.
He noted that, first and foremost, it is necessary to understand the scale of the state itself. China consists of 56 officially recognized ethnic groups, a vast territory, and diverse linguistic, cultural, and historical traditions. “For such a country, issues of national harmony are the most important factor for sustainable socio-economic development. That is why the law adopted in March 2026 should be regarded as part of the overall strategy for the modernization of the state,” the expert believes.
As he pointed out, today China is implementing the tasks of the fifteenth five-year plan, focused on high-quality economic growth, development of western regions, reduction of interregional disparities, improvement of living standards, and further promotion of the concept of a community with a shared future for humanity. The new law creates a legal foundation for modernization to encompass all regions of the country, including areas inhabited by ethnic minorities.
The article emphasizes that the text of the law pays significant attention to the development of education, healthcare, transport infrastructure, industry, tourism, the preservation of cultural heritage, support for traditions, the expansion of employment, and the creation of conditions for general prosperity. These provisions form its main content.
“At the briefing of the Chinese Ministry of Foreign Affairs, in response to a question from Reuters, official representative Guo Jiakun emphasized that China is a unified multinational state where all ethnic groups maintain relationships of equality, cohesion, mutual assistance, and harmony. According to him, strengthening the legal framework contributes to the protection of the legitimate rights of all ethnic groups, and the state guarantees the right to use and develop native languages and scripts,” reminded the editor-in-chief of the Kazakh publication.
He added that attempts to portray the law solely as a repressive tool do not take into account the real processes occurring in modern China. The country is open to foreign tourists, journalists, scientists, and entrepreneurs. Delegations from Kazakhstan and many other countries regularly visit Xinjiang, Sicang, and other regions, having the opportunity to directly familiarize themselves with the development of infrastructure, economy, education, and culture.
“Ultimately, the new law reflects China’s strategic course towards strengthening social consensus, developing all regions of the country, and perfecting the legal system of a multinational state. It is precisely in this context that it should be viewed and assessed,” summarized S. Korzhumbaev.
