Professor Vladimir Volokh of the State University of Management (GUU) pointed to the need for systematic work at all levels to improve the mechanisms of social adaptation of foreign citizens.
Professor of the Department of Public Administration and Political Technologies at the State University of Management, a member of the Council under the President of the Russian Federation on Interethnic Relations, shared his opinion at the first meeting of the Working Group on Improving Mechanisms to Assist Foreign Citizens in Adapting to Living Conditions in Russian Society (the Working Group).
The meeting in the State Duma was opened by the chairman of the Working Group, Governor of the Vladimir Region Alexander Avdeev. He emphasized that everyone who comes to us must respect our people and share their values, know and comply with the norms of Russian legislation.
Professor Vladimir Volokh emphasized in his speech that the declaration of 2026 as the Year of Unity of the Peoples of Russia underscores the need to improve mechanisms for the social adaptation of foreign citizens.
“For this, it is necessary to build a clear and effective system at all levels of government, involving employers and the non-profit sector. Creating conditions for the effective adaptation of foreign citizens and their integration into Russian society is the key to social stability and the harmonization of interethnic relations,” emphasized the professor of GUU.
During the meeting, the general principles of adapting foreign citizens, approaches to the legal regulation of adaptation, and the best regional practices were discussed. In addition, the goals and objectives of the working group were established and a work plan for 2026 was drawn up,
It should be noted that the Working Group operates within the Commission of the Council under the President of the Russian Federation on Interethnic Relations and is tasked with developing comprehensive solutions for the effective integration of migrants.
It is planned to summarize the best regional experience on this issue, prepare a package of recommendations for improving Russian legislation, and develop specific proposals on adaptation mechanisms for the Presidential Council.
