On June 26, the Academy of Contemporary China and World Studies (ACCSW) presented at the 2026 High-Level Forum on Public Administration in Developing Countries the latest report from the series “Understanding Chinese Modernization” titled “International Report: Party Governance and Modernization Development in China.”
According to the survey, more than 14 thousand respondents from 38 countries around the world highly rated the concepts and practice of governance of the Communist Party of China (CPC). The CPC’s leadership, based on value orientations, and the ideological appeal of the party continue to strengthen. Significant results have been achieved in improving the quality of development through high-quality party building, and the sense of satisfaction, happiness, and security of the Chinese people has become more complete and tangible.
The international appeal of universal human values continues to grow stronger
The study showed that the universal human values promoted by China – peace, development, equality, justice, democracy, and freedom – received broad recognition among respondents worldwide. In 2025, the average level of their approval among respondents from 38 countries reached 95.8%, exceeding 90% for the fourth consecutive year.
The CPC’s concepts in the areas of democracy and human rights have received widespread recognition
Respondents from 38 countries highly valued the important significance of people’s democracy throughout the entire process for promoting national and global governance. The aspects that received the greatest recognition included “maintaining peace and stability worldwide” as well as “protecting human rights and improving people’s well-being”: the approval rating for both points exceeded 96%. In addition, respondents from 38 countries gave a positive assessment to the thesis put forward by China that “the right to existence and the right to development are paramount fundamental human rights”: its recognition level reached 97%.
The spirit of the Long March continues to inspire the party leadership and China’s modernization development
As for the impact of the spirit of the Long March on contemporary party governance and China’s modernization development, the recognition level among respondents from 38 countries reached 73.4%. They believe that the spirit of the Long March provides a powerful spiritual impetus to development and governance in China.
Promoting economic development, preserving cultural heritage, and strategic planning are important reasons for the CPC’s long stay in power
According to respondents from 38 countries, the main reasons for the prolonged stay of the CPC in power are: “continuous promotion of economic development,” “inheritance and development of outstanding traditional culture,” “formulation and implementation of long-term plans,” “stable and strong leadership,” as well as “long-term maintenance of social cohesion and stability.” The recognition level for each of these points exceeded 88%.
The key leadership role of the CPC is becoming increasingly evident
The key leadership role of the CPC in advancing Chinese modernization received even higher recognition among respondents from 38 countries: the approval rate reached 95.1%, which is more than 11% higher than the figure in 2021.
The global significance of the 15th Five-Year Plan received widespread recognition
Among respondents from 38 countries, the share of those who had heard about China’s 15th Five-Year Plan (2026–2030) reached 72.1%, with 50.4% stating that they have a basic understanding of its content. Regarding the importance of the 15th Five-Year Plan, 75.8% of respondents believe that this program will benefit both China and the world as a whole.
The achievements of Chinese modernization have been positively evaluated
The assessment by respondents from 38 countries of China’s capacity for state governance continues to rise: the average recognition level has reached 94.8%, exceeding 90% for the third consecutive year. The approval rate of China’s economic development prospects and the effectiveness of the Chinese government surpassed 95%. Respondents believe that China’s modernization path has bright prospects and provides a stable foundation for global development.
China’s achievements in high-quality development, innovation, and creativity have gained global recognition
Respondents from 38 countries highly praised China’s innovative achievements in promoting high-quality development and the development of new-quality productive forces. Areas such as “infrastructure construction,” “high-speed rail technologies,” “communication technologies,” “electric vehicles,” and “artificial intelligence” were assessed by those surveyed to be at the forefront globally; the recognition level for each of these items exceeded 93%. Among Global South countries, “infrastructure construction” received the highest rating — 95.7%, while among developed countries, “communication technologies” were rated highly, with a recognition level approaching 90%.
The spread and influence of Chinese civilization continue to intensify
The international influence of Chinese civilization has received high recognition from the global community: the average approval level among respondents from 38 countries reached 94.2%, nearly 10% higher than in 2021. Moreover, in developed countries, the growth exceeded 15%. Respondents noted that the CPC contributes to the preservation of continuity and innovative development of the outstanding traditional Chinese culture, thanks to which China’s national soft power has significantly increased.
The Chinese people’s sense of satisfaction, happiness, and security has become fuller and more tangible
Chinese respondents generally note that party governance and modernization development in China have brought significant results, and the quality of life of the people continues to improve. According to the survey, the proportion of Chinese respondents who positively evaluate their sense of satisfaction, happiness, and security exceeds 92%, indicating notable progress and the achievements of the CPC’s efforts to ensure the people’s happiness in the new era.
