Preferential Mortgages and Scientific Mentorship: GUU Proposals to Support Young Scientists

At a meeting in the Federation Council, GUU scientist Vladimir Filatov proposed to expand preferential mortgages for young scientists and introduce incentives for scientific mentorship.

A meeting dedicated to current measures to support young scientists and ensure their influx into Russian science was held by Liliya Gumerova, Chairwoman of the Federation Council Committee on Science, Education, and Culture.

Participants included senators of the Russian Federation, heads of scientific organizations and foundations, representatives of regions, universities, and state corporations.

Vladimir Filatov, Director of the Center for Engineering Project Management at GUU, proposed two practical measures capable of attracting young people to science:

  1. Expansion of the existing family mortgage program with the possibility of combining preferential rates for young scientists starting a family with children;
  2. Introduction of incentive mechanisms for mentoring by leading teachers and scientists of any age who form project teams involving students and graduate students in science.

In addition, the meeting discussed the development of modern infrastructure, the updating of the scientific organizations’ equipment base, the creation of conditions for the development of young scientists and researchers in high-tech fields, the popularization of science, and the improvement of social support measures for young scientists at various stages of their careers.

According to Lilia Gumerova, the ideas expressed will be taken into account in the final document. It will include, in particular, points related to the improvement of the state housing certificate system and measures of housing support for scientists.
