The results of the application campaigns for the 5th All-Russian competition of the best projects for creating a comfortable urban environment for municipalities of the Far Eastern Federal District and the first competition for reunited and border regions have been summed up. This was reported by Deputy Prime Minister Marat Khusnullin.
“The implementation of projects that won the competition changes the appearance of settlements, creating more comfortable living conditions for citizens. A total of 147 applications were submitted: 110 from the Far Eastern regions and 37 from the Donetsk and Luhansk People’s Republics, Zaporizhzhia and Kherson regions, as well as Belgorod, Bryansk, and Kursk regions. The Far East demonstrates a systematic approach to improvement. Since 2019, more than 6 thousand areas have been renovated in the federal district: embankments, central squares, viewpoints, parks, and squares. In 2025 alone, under the national project “Infrastructure for Life,” improvements were completed on 524 territories. A separate competition of improvement projects for the reunited and border regions will be held from 2026 to 2027 by order of the President. Expanding the geography of the competition is a natural step in implementing the strategy for the spatial development of our country. This important decision is aimed at accelerating the restoration of infrastructure in these subjects, creating well-equipped places for recreation, sports, communication, and family leisure,” said Marat Khusnullin.
The competition for the regions of the Far Eastern Federal District has been held under separate rules since 2023. Based on the results of the IV competition, 54 winning projects were identified, which will be implemented in 2026–2027.
Among the significant completed projects are the “Singing Sands” embankment in Vilyuysk and the observation deck in Tommot with a breathtaking panorama of the Aldan River in Yakutia. In Vladivostok, the embankment of the Sports Harbor has been improved: a spacious promenade, an amphitheater overlooking the Amur Bay, viewing platforms, and over a thousand planted plants have appeared there. As part of the “Tourist Code of Vladivostok” project, Fokin Square in the capital of Primorye was transformed: it now features an event zone, pedestrian routes, and new lighting. This is part of a large-scale improvement of the city center, including signage, art objects, and infrastructure for tourists. In Yuzhno-Sakhalinsk, the “Shield and Sword of Russia” square dedicated to border guards and FSB officers was opened, featuring themed art objects and comprehensive landscaping.
“Since 2019, in the Far Eastern Federal District, 233 winners have been selected from all applications submitted for the competition, with 141 facilities put into operation. Each winning project is not just a new embankment or park, observation deck or central square, but also new jobs, small businesses, tourism development, and an improved investment climate. Well-maintained spaces enhance the artistic expressiveness of public areas and buildings, improve the microclimate, and positively affect people’s mood. Under the new competition direction, we are to annually select 35 winners from 7 subjects of the Russian Federation. The cities of the Donetsk and Luhansk People’s Republics, Zaporizhzhia and Kherson regions, as well as Belgorod, Bryansk, and Kursk regions will receive modern, functional, and technological spaces, which will become new points of attraction for trade, sports, and creativity. The work on updating and restoring infrastructure in the reunited and border regions continues. In total, according to the goals of the national project “Infrastructure for Life”, we are to improve no fewer than 30,000 territories and implement 1.6 thousand.”the projects – winners of the All-Russian competition until 2030, and we are systematically moving towards achieving them,
The reunited regions are successfully implementing improvement projects. In Makeevka, Yugorsky Park with playground complexes has opened. In the LPR, Sovetskaya Square in Alchevsk has been renovated. The “Young Guard” park in Krasnodon has also been reconstructed: a memorial area with interactive stands and lighting has been arranged, 150 trees and 500 shrubs have been planted, lighting fixtures have been replaced, and pathways have been repaired. In Stakhanov, the “Gornyak” park has been transformed: thematic zones about mining history, art objects, and a barrier-free environment have been created. In the Zaporizhzhia region, the first stage of the “Jubilee” park in Primorsk has been completed – pathways, small architectural forms, and playgrounds have been made; the second stage is underway with a waterfront update and new leisure zones.
The competition is held by the Ministry of Construction as part of the federal project “Creating a Comfortable Urban Environment,” which has been included in the national project “Infrastructure for Life” since 2025. At the core of the federal project is the party project “Urban Environment” of “United Russia.”
