Moscow, June 25 /Xin Hua/ — In the context of the escalation of the “politics of force” and the destruction of the established norms of international law, China acts as a stabilizer in an unstable world and a consistent advocate for a just world order. This conclusion was reached by the participants of the XII International Scientific and Expert Forum “Primakov Readings,” held on June 23-24 in Moscow. The forum took place under the motto “A world without rules: a power game?” and was dedicated to the 70th anniversary of the E.M. Primakov National Research Institute of World Economy and International Relations of the Russian Academy of Sciences.
“We are now at a stage where the old order is effectively destroyed, and the new one is still only forming or has not yet fully taken shape. In this process, China plays a colossal role, a stabilizing role. China’s position remains unchanged and consistent. From the five principles of peaceful coexistence to the concept of a Community of Shared Future for Mankind — China has always advocated for peace, cooperation, and dialogue, for multipolarity and multilateralism.””When a major power so consistently defends the peaceful line — this in itself is a rare international public good,” said Liao Fang, director of the Institute of World Economics and Politics of the Chinese Academy of Social Sciences.
According to him, under these conditions many countries, especially the states of the Global South, look to China as a guide. Liao Fan also highly appreciated the White Paper published by the State Council Press Office of the PRC on June 17 titled “Forming a Fairer and Smarter Global Governance System: Concepts, Initiatives, and China’s Actions,” calling it “concrete and implementable solutions” for the entire international community.
Senior expert of the Armenian analytical center “Orbeli” Johnny Melikyan emphasized that China sets an example of responsible behavior of a great power. “China promotes the idea of the Global South and multipolarity. For small and medium countries, China is an actor who strives not to dictate, but to be useful and cooperative,” he noted.
The director of the TALAP Center for Applied Research, Kazakhstan, Raim Oshakbaev, characterized the current period as a “world without rules” and indicated that China offers an alternative agenda in these conditions. “China does not impose either its rules or its agenda — it proposes inclusive economic development. A vivid example is the ‘Belt and Road’ concept, which means not just the transit of Chinese goods, but the creation of conditions to improve the welfare of peoples along these routes,” he explained.
The Director General of the Institute of Political Studies, Sergey Markov, drew attention to the philosophical difference between the Chinese approach and the Western one. According to him, while Western culture is based on the idea of contradiction as a driving force of development, China in its foreign policy is guided by the concept of harmonizing relations. “It is not necessary to exacerbate contradictions — you need to overcome them and strive for harmony. This is China’s most important contribution to reducing international conflict,” he emphasized.
“Primakov Readings” is an annual international scientific and expert forum held since 2015. This year, about 50 leading Russian and foreign experts, diplomats, and politicians from 20 countries and regions participated in the event.Within the framework of the discussion, experts discussed the global consequences of regional conflicts, the internal dimension of US foreign policy, the conflict in the Middle East and its evolution, emerging scenarios of the world order, barriers and risks of world trade and investment, Eurasian security, as well as international competition in the field of artificial intelligence and a new round of military-technical competition. –0–
