The United Nations Security Council unanimously adopted a resolution on Tuesday providing for accountability for crimes against UN peacekeepers.
Resolution 2823 (2026) calls on all interested parties to cooperate with the UN for the prompt establishment of facts, conducting investigations, and judicial prosecution of the guilty.
The text of the resolution was prepared and submitted for consideration by the Security Council by Daniel and Pakistan, two non-permanent members of the Council, and received support from more than 150 countries. On behalf of the two co-authors of the project, the Ambassador of Pakistan to the UN, Asim Iftikhar Ahmad, presented it. He reminded that nearly 4,500 “blue helmets” died while performing official duties, including 183 peacekeepers from Pakistan.
Asim Iftiyar Ahmad noted that the document relies on two previous resolutions that intensified the Security Council’s attention to peacekeepers’ security issues. According to him, the number of attacks on peacekeepers is increasing today, and the perpetrators often manage to avoid responsibility.
“When peacekeepers die or get wounded during the execution of missions authorized by this Council, the Security Council should carefully monitor what happens next: whether facts are established, whether investigations are conducted, whether perpetrators are identified, and whether justice is served,” said the Pakistani diplomat. “Impunity for such crimes should not become the norm.”
Investigation support
The resolution contains calls to the UN Secretary-General to ensure that in the event of future attacks, peacekeeping missions promptly record the factual circumstances and incidents and transmit them for investigation to the host states. The head of the UN is also proposed to appoint a senior coordinator on accountability issues for crimes against peacekeepers in order to strengthen coordination and potential for addressing this problem.
In addition, the Secretary-General must annually present to the Security Council a report on cases involving killings of peacekeepers or committed acts of violence, the first of which must be submitted within 120 days.
“A strong and important signal”
Unanimous support for the resolution “sends a strong and important signal,” said Danish Ambassador to the UN Kristina Markus Lassen after the vote. According to her, this is a sign that the Security Council firmly supports the 50,000 United Nations peacekeeping personnel worldwide. And for countries sending military and police personnel, this is a sign of confidence that in the event of any crime against peacekeepers, the Security Council and the UN system are “ready and able to intervene,” she added.
