Beijing, June 23 /Xinhua/ — Recently, in the border city of Manzhouli /an autonomous region of Inner Mongolia, Northern China/ construction began on a center for TIR transport concentration. This was reported by the Chinese daily newspaper “Neimenggu Zhibao.”
The start of the implementation of the above-mentioned project marked a significant step in the transformation of the Manzhouli automobile CPC from a traditional transit channel into an intelligent logistics hub.
TIR /international road transport/ is an international system of automobile transportation that simplifies customs clearance of goods when crossing borders. One of the main advantages of the TIR system is the acceleration of customs clearance. Thanks to the TIR carnet, carriers can avoid lengthy checks at the border, which significantly reduces the delivery time of the cargo.
The TIR transport concentration center will cost 150 million yuan (about 22 million USD), it will be located in the intellectual hub of the digital cross-border port in Manzhouli and will occupy an area of 140 thousand sq. m. The project plans to build complex office buildings, warehouse facilities with room and constant temperatures, large loading and unloading terminals, special container inspection zones, enclosed customs control zones, and inspection centers for TIR transport.
According to the plan, after the above-mentioned project is put into operation, it will be able to process 500 thousand tons of cargo annually within the TIR system, collect and distribute 100 thousand standard containers (TEU).
Thanks to many advantages such as intellectual inspection tools, special channels for TIR transport and integrated control terminals, the efficiency of customs clearance can be increased by 40%, and the comprehensive logistics costs of foreign trade enterprises can be reduced by 15%.
Being a model for the standardized development of transportation within the framework of the TIR system at the border Customs Point of Inner Mongolia, the aforementioned center will not only directly serve local foreign trade and logistics enterprises, but also facilitate the development at the Manzhouli Customs Point of such business formats as cross-border electronic commerce, trade in mass consumer goods, freight transportation along the cold chain, and transportation of large-sized equipment. This, in turn, will lead to the expansion of the logistics chain and increase its value at the Manzhouli border crossing.
