From June 16 to 18, the Vice-Rector for Youth Policy of SPbGASUMarina Malyutinaand student family,EkaterinaиMichael Zvarich,took part in the II All-Russian Student Families Festival.

The organizers of the festival were the Federation Council, the Council under the President of Russia for the implementation of state demographic and family policy, the Ministry of Education and Science of Russia, Moscow State University named after M. V. Lomonosov, the State University of Management, and Tambov State University named after G. R. Derzhavin. The program for student families included useful master classes, trainings, free communication among student families from various regions, as well as an acquaintance with the student life of Moscow State University and the State University of Management.The festival became an all-Russian dialogue platform for universities, where experience and best practices in supporting student families were discussed, and a unified strategy for working with young families in educational policy was developed.

At the plenary session, the Chairman of the Federation CouncilValentina MatviyenkoShe emphasized that the festival set the tone for the student family and turned into a powerful all-Russian movement. According to her, over the past year, the number of student families has doubled — to 60 thousand, of which more than 30 thousand already have children. Matvienko thanked the president for supporting the initiatives and reminded of the decisions made: the concept of “student family” was introduced into the legal framework, maternity benefits increased almost tenfold, and students with children are provided with separate rooms in dormitories.In 41 regions, programs to support birth rates with federal co-financing are in effect, including a payment of 200 thousand rubles upon the birth of a child for student families.

The Chairman of the Federation Council noted that a healthy competition has emerged among universities for creating better conditions for families, and a support measures navigator has been launched on the public services portal. He urged students to more actively propose their ideas and noted that attention to student families is becoming a good tone for universities.

He reminded that 343 mother and child rooms have been created at the university, and by 2030 it is planned to open at least a thousand such spaces. A golden standard for supporting student families, which is being implemented by more than 520 universities, has been approved.

SPBGASU has a comprehensive system of support for student families. The university operates a multi-level assistance program encompassing financial, infrastructural, and social aspects:

  • When a child is born, full-time students can receive a one-time payment of 20,000 rubles. In addition, for women who combine studying and work, a monthly support payment of 15,000 rubles is provided until the child reaches one and a half years of age;

  • For parents with babies up to three years old, there are special mother and child rooms (in the main building and dormitory), where you can feed, change the child, and organize their leisure.

  • Young parents have access to individual consultations with a psychologist and legal assistance. Important educational preferences are also provided: the possibility of transferring from paid education to budget (if there are vacant places) and the transfer to an individual study plan for students raising children under three years old. Employment issues for women who gave birth during their studies are supervised by the Center for Student Entrepreneurship and Career of SPbGASU;

  • The Youth Policy Department and student associations traditionally organize celebrations for the children of students and staff: the New Year’s festival of SPBGASU and the celebration of March 8 for the children “Gift for Mom.”

The implementation of support measures is handled by the Department of Economics, the Department of Youth Policy, the Deans’ Offices, and the Psychological Support Center of SPBGASU.
