More than 31.5 billion rubles will be allocated from the federal budget for the creation of a network of modern university campuses within the framework of the national project “Youth and Children.” The order on the distribution of these funds among the regions was signed by the Chairman of the Government of the Russian Federation, Mikhail Mishustin.

Funding has already been provided for in the federal budget for 2026–2028. It will be allocated to the regions whose applications for the creation of campuses have been approved by the Ministry of Education and Science. These are the Republic of Bashkortostan, Nizhny Novgorod, Samara, and Chelyabinsk regions.

“The funds will help these regions to complete the construction of campuses in Nizhny Novgorod, Ufa, Chelyabinsk, Yuzhno-Sakhalinsk by the planned deadlines, and to commission them on time,” said Mikhail Mishustin onmeeting with the vice-premiers on June 22.

Campuses will represent multifunctional spaces with coworking areas, technoparks, classrooms, sports facilities, libraries, places for students, graduate students, teachers, and research staff to live. The creation of such student towns will not only provide additional opportunities to improve the level of scientific research work and the quality of education, but will also contribute to the development of territories adjacent to the campus, ensuring cultural interaction between the urban and university environments.

Part of the funds for creating campuses is invested by businesses and the regions themselves. Interaction with investors is built on the model of public-private partnership or based on concession agreements.

Work on creating university campuses is being carried out by order of the President. By 2036, it is planned to create at least 40 such spaces.

Earlier, the government allocated over 45 billion rubles for the creation of university campuses in Perm Krai, Arkhangelsk, Novgorod, and Tyumen regions in 2026–2028.
