Today, June 20, the admissions campaign has started across the country at universities, colleges, and technical schools. Dmitry Chernyshenko, Deputy Chairman of the Government, Valery Falkov, Minister of Science and Higher Education, and Sergey Kravtsov, Minister of Education, talked about how many budget places have been allocated, how the admissions committees will work, and many other things.
“The admissions campaign is an important period not only for applicants, but for our entire country, since the successful development of its economic sectors and technological leadership depends on the choice of fields of study — a national goal set by President Vladimir Vladimirovich Putin. Before the applicants, 1.2 thousand universities and almost 4 thousand colleges open their doors. Approximately 880 thousand budget places are available to applicants in SPO (secondary vocational education) programs and over 620 thousand in higher education. I urge everyone to choose directions that are in demand by your regions and the whole country. I wish you successful admission!” said Dmitry Chernyshenko.
This year, a larger number of budget places are allocated for the training of future teachers, doctors, and engineering specialties. Traditionally, 73% of all budget places are distributed to universities located in the region, said Valery Falkov.
“The work of the Ministry of Science and Higher Education is aimed at the balanced development of all regions of our country, and the accessibility of free higher education has immense significance here. The task of organizing a comfortable, modern, and technologically advanced environment for training students and the work of teachers is being addressed by our largest state development programs, among which is “Priority-2030,” and, of course, the large-scale project for creating a network of student campuses,” emphasized Valery Falkov.
The unified electronic method for submitting documents to universities from this year is the superservice “Admission to universities online” on the Gosuslugi portal. At the same time, applicants still have the opportunity to submit documents in person by coming to the university, or to send them by mail.
In order for applicants to find it easier to decide on the choice of university and specialty, to correlate their USE scores with the passing scores of previous years, the service “University Selection” appeared on the Gosuslugi portal.
Participants of the special military operation and children can apply under a separate quota – it constitutes no less than 10% of the total number of budget places.

The innovation of this year is the “quiet days”: August 3 and 7, that is, on the days of issuing university enrollment orders, applicants will not be able to take any actions with their application and consent (for example, withdraw it). This allows budget places to be preserved and eliminates the possibility of losses when applicants withdraw their applications at the last moment and another entrant’s acceptance for this budget place becomes impossible.

The head of the department outlined the main features of the 2026 admissions campaign, including priority enrollment based on an application for a targeted contract, the inclusion of volunteer experience in the list of individual achievements, as well as the launch of an experiment in 5 pilot regions (Volgograd, Kostroma, Leningrad, Ulyanovsk regions and Krasnoyarsk Territory) for remote submission of documents to colleges and technical schools through the superservice “Enrollment in SPO organizations online” on the public services portal.
Sergey Kravtsov also emphasized that all 36 pedagogical universities under the Ministry of Education are fully ready to accept applicants. This year, more than 37,500 budget-funded places have been allocated for pedagogical directions (UGSN 44.00.00).
